This royal edict was issued in 1414 by King Taejong (r. 1400-1418) of the Joseon Dynasty to appoint An Seong (1344-1421) as governor of Gangwon-do Province. To store this edict, a pavilion was built in 1751 in the village where his descendants lived.

An Seong passed the state examination in 1380 during the Goryeo period (918-1392). Upon the establishment of the Joseon Dynasty (1392-1910), he was bestowed with the honorable title of Pure and Untarnished Official (Cheongbaengni) in recognition of his integrity and virtue. He continued to serve higher official posts during the early Joseon period and was enshrined in Changgyeseowon Confucian Academy in Jangsu.
