고성 이방 박영장 불망비는 주민들이 이방 박영장(1624)에 대한 고마움을 잊지 않기 위해 세운 비석이다. 아전에 대한 불망비는 매우 희귀한 사례이다.
비석 중앙부의 큰 글씨는 1681년에 비석을 처음 세울 때 새긴 것이다. 한동안 소재지를 알지 못하다가 1754년에 일어난 홍수로 비석이 발견되어 후손들이 비석을 다시 세웠다. 비석의 왼쪽에 있는 작은 글씨는 이때 새긴 것이다. 이후 긴 시간 매몰되어 있던 비석을 후손들이 1855년에 다시 세웠다.

이 불망비는 이 지역에서 이방을 지낸 박영장(1624~?)에 대한 고마움을 잊지 않기 위해 주민들이 세운 것이다.
애초에 이 비는 조선 숙종 7년(1681)에 세워졌으나 그 뒤 오랫동안 비석이 사라져서 있는 곳을 몰랐다. 그런데 영조 30년(1754) 홍수가 나면서 비석이 드러났고 이때 증손인 명택 등이 비석을 다시 세웠다. 그 뒤 또 다시 비석이 유실되었는데 철종 6년(1855) 7대손인 춘옥 등이 선조의 비가 매몰된 것을 민망히 여겨 기존 비석의 내용을 함께 새겨 새로운 비석을 세웠고 현재까지 유지되고 있다. 구비는 비의 좌우에 두었다고 한다.
전국적으로 아전을 기리는 불망비는 매우 희귀한 사례이다.

This monument was erected to honor Park Yeong-jang (1624-?), a personnel clerk of the local government in the Goseong area. It was very rare to erect a monument for a local clerk, as such monuments were generally erected only for local magistrates or other higher government positions.
The large Chinese characters at the center of the monument were carved in 1681 when the monument was first erected. The monument was once lost, until it was found after a flood in 1754. The small inscription on the left was made at this time. Later, the monument was lost again, having been buried for a long time, and was re-erected in 1855.

A stele of remembrance, or bulmangbi in Korean, is a monument erected to commemorate the benevolent governance or virtuous deeds of a government official, primarily high-ranking officials such as local magistrates, during the Joseon period (1392-1910).
This stele of remembrance was erected to honor Bak Yeong-jang (1624-?), a personnel clerk of the Goseong local government. It is a rare example of a stele of remembrance dedicated to a low-ranking official.

불망비는 조선시대의 관리, 특히 군수 등의 고위 관리가 선정이나 덕행을 베푼 것을 기념하기 위해 세운 비석이다.
이 불망비는 고성 관아의 이방이었던 박영장(1624~?)을 기리기 위해 세워졌다. 이와 같이 아전을 기리는 불망비는 매우 희귀한 사례이다.
박영장을 기리는 불망비는 원래 1681년에 처음 세워졌으나 없어졌다. 1754년 홍수가 나면서 비석이 발견되었고, 박영장의 후손 등이 발견된 비석을 다시 세웠다. 그러나 비석이 또 다시 유실되어, 1855년 박영장의 후손이 지금의 비석을 새로 세웠다.
