The Oriental Development Company (Dongyang Cheoksik Jusikhoesa) was a chartered company established in 1908 by Imperial Japan for the purpose of exploiting Korea. With its main office in Seoul and branch offices in nine major cities in Korea, the company’s main activities were focused on supporting the migration of Japanese people to the Korean Peninsula, promoting colonial landlords, managing Korean farmland and banking.

After Korea’s liberation from Japanese colonial rule in 1945, the building was used as t base of the ROK Navy, housing the Mokpo Security Service of th eROK Navy from 1946 to 1974 and the Military Police HQ of the Third Naval District Command from 1974 to 1989 . The relocation of the naval headquarters to a new site in Yeongam in 1989 recultured in the building being abandoned for ten years until 1999, during which time public calls for its demolition increased. Conversely, voices were raised among civil organizations and academic circles that the building should be preserved and protected as evidence of the Japanese exploitation of Korean resources during the colonial period, resulting in its designation as a Provincial Monument of Jeollanam-do. The building underwent renovation work in 2006 and has since been used as an annex of the Mokpo Modern History Museum. The building, as an architectural work built in Mokpo during the colonial period, ir regarded as a historically significant p iece of tangible evidence of the colonial exploitation of the area by Imperial Japan and a valuable part of the heritage connected with the history of Korean naval defense. The building’s exterior has been preserved in its original condition, as has a large safe used during the colonial period.
