In 1875, a Japanese warship named ''Unyo'' invaded Ganghwado Island. The Japanese bombarded Chojijin Fort in the island and landed Yeongjong, today's Jung-gu area, to set fire to the local government office. After this incident, Yang Ju-seong was dispatched to Yeongjong as a special army officer, and he reconstructed the government office building and strenghthened the defenses of the local area. Later, to commemorate Yang's achievements, the locals donated brassware and erected this stele in 1878. The stele measures 91 cm in height and 31 cm in width.

해설문

국문

영종첨절제사(永宗僉節制使) 양주성(梁柱星)의 공덕을 기리는 비다. 고종 12년(1875)에 일본 군함 운요호(雲揚號)가 강화도에 침입하여 초지진을 포격하고 돌아가는 길에 영종진을 포격하여 진을 점령하는 바람에 관아 건물이 불에 탔다. 조정에서는 인천부를 방어영(防禦營)으로 승격시키고 홍문관 제학 양주성을 영종첨절제사로 임명하였다. 양주성이 이곳에서 근무하는 동안 관아를 복원하여 방비를 튼튼히 하고 좋은 정치를 베풀었는데 그가 떠나자 주민들이 놋그릇을 모아 1878년에 이 비를 세우고 그 뜻을 기렸다고 한다. 긴 직사각형의 비는 위 모서리를 둥글게 다듬어 놓은 간결한 모습으로, 원래는 곤돌 고갯마루에 세워져 있었다.
