보신각 앞 지하철 수준점(水準點)은 수도권 전철의 높이와 깊이의 기준이 되는 원점이다. 이 수준점을 기준으로 지하철 선로의 깊이와 터널의 높이, 역으로 쓰는 건물의 높이를 가늠하였다.
서울지하철 계획의 첫 작업은 수도권 전철 1호선의 기준이 될 수준점을 설정하는 것이었으며, 이 수준점을 기준으로 서울시 내 지하철 공사를 위한 모든 측량 작업을 수행하였다.
보신각 울타리 안에 가로세로 25㎝, 높이 20㎝의 화강암 수준점이 설치되어 있으며 수준점의 중앙에는 지름 7㎝, 길이 12㎝의 놋쇠 못이 박혀있는데, ‘수도권 고속전철 수준점. 1970.10.30.’ 이라는 글씨가 음각으로 새겨져 있다. 1970년 10월 30일에 수준점을 설치한 후 양택식 시장이 첫 측량에 나섰고, 측량 작업은 그해 11월 30일까지 진행되었다.
이후 도로가 확장되면서 보신각이 현 위치로 이전되었고, 그에 따라 수준점도 이전되어 기준점의 역할은 상실되었다. 그러나 수준점은 여전히 보신각 구역 내에 있어 당시의 모습이 잘 보존되어 있으며, 지하철 제1호선 사업의 시발점이었다는 상징적인 의미가 있다.

Elevation Reference Point of Seoul Metro at Bosingak Pavilion
This hexahedral* granite stone, located in front of Bosingak Pavilion, was installed here on October 30, 1970 as the reference point for measuring elevation during the construction of Seoul Metropolitan Subway System. It served as the benchmark for all measurements taken for the construction of the subway, including the depth of the railroads, elevation of the tunnels, and elevation of station buildings.
In the 1960s, the transportation system of Seoul was challenged by the increasingly dense population and the growing number of vehicles. As a response, the headquarters overseeing the construction of subway system was established in June 1970. Installation of this reference point was the first step taken in preparation to the construction of the first section of subway that would connect the stations Seoul and Cheongnyangri. All measurements based on this reference point were taken before November of 1970, and in 1974 the Metro Line No. 1 was open for public use.
In 1979, due to the expansion of a nearby road, Bosingak Pavilion was slightly moved backwards from its original location. The reference point had to be moved as well, and thus, lost its function. The stone measures 25 cm in height and 20 cm along the sides. It features an inscription “Reference Point of Metropolitan High-speed Subway. 10.30.1970” on one of its sides and a brass benchmark disk mounted atop. The disk measures 7 cm in diameter and 12 cm in length including the shank.
