This is the tomb of King Heungdeok (777–836, r. 826-836), the 42nd ruler of the Silla dynasty (57 BCE–935 CE).

King Heungdeok's birth name was Kim Gyeong-hwi. He aided his older brother Eon-seung in killing their nephew, King Aejang (r. 800–809), and Eon-seung took the throne as King Heondeok (r. 809–826). He led state affairs as prime minister, and after his brother died, he took over the throne. During his reign, he initiated a law requiring people to wear attire based on their caste. He established Cheonghaejin Fort on Wando Island and put general Jang Bo-go in command. He is said to have been buried with his wife, Queen Consort Janghwa, who had died before him.

The tomb mound is surrounded by a stone railing. Stone plates surround the base of the tomb mound. Along the base, there are stone buttresses which feature carvings of the 12 zodiac animals dressed in armor. In front of the tomb are pairs of stone military officials, civil officials, and lions. The military officials' faces look like someone from Central Asia or the Middle East, suggesting that Silla had exchange with such distant places at the time. These various stone structures are one of the two best-preserved sets, along with those of the tomb of King Wonseong.

There was once a stele honoring the life and achievements of King Heungdeok erected nearby the tomb, but now only the tortoise-shaped pedestal remains. On a shard of the stele's body stone, the characters for "Heungdeok" were inscribed, verifying this as King Heungdeok's tomb.
