국문
1936년 당시 구철원 시가지에는 식산은행 철원지점을 비롯하여 동주금융조합, 철원금융조합, 철원 제 2금융조합 등 4개의 금융기관이 있었는데, 이 건물은 그 중 철원 제 2금융조합 건물이다. 본 조합의 운영 규모는 작았으나 금고(金庫)는 철원금융조합이 78만원, 제2금융조합이 50만원이었으며 대출금은 거의 같은 33만원, 34만원으로 금융업무가 활발했던 곳이었다. 당시 사용된 콘크리트 블록이 일부 남아있어 당시의 건축재료와 건축구법을 파악할 수 있는 중요한 자료로서 가치가 있다. 한국전쟁으로 건물의 상당부분이 파손되었으며 남아있는 건물 잔해는 금고로 추정된다. 한국전쟁으로 인하여 폐허가 된 유적지로 전쟁의 참상과 전쟁으로 인해 사라진 도시 철원을 증언하는 전쟁유적으로의 가치를 인정받아 2004년 12월 31일 등록문화재 제137호로 지정되어 관리하고 있다.

This is the site of the office building of the Second Financial Association of Cheorwon which operated during the Japanese colonial period (1910-1945). Though the old downtown of Cheorwon was destroyed during the Korean War (1950-1953), it was once an economically flourishing area with four financial institutions. These ruins are the only of the four which remain today.
Although the building was almost completed destroyed during the Korean War, the remaining concrete ruins, probably of its bank vault, contain important clues about the building materials and techniques used for the construction of the original building.
This site is regarded as a valuable part of the historical heritage of Cheorwon for its direct connection with the Korean War. For this reason, it was designated as National Registered Cultural Heritage No. 137 in 2004.
영문 해설 내용
이곳은 일제강점기 철원 지역에서 운영되었던 4개의 금융기관 중 하나인 철원 제2금융조합이 있던 곳이다. 비록 한국전쟁으로 폐허가 되었지만, 철원의 구 시가지는 기차역, 지방법원, 군청, 경찰서 등 주요 관공서가 소재했던 번성한 곳이었다.
한국전쟁으로 건물의 상당 부분이 파손되었으나, 남아있는 건물 잔해는 금고로 추정되며, 당시의 건축 재료와 건축 수법을 파악할 수 있는 중요한 단서를 제공한다.
철원의 전쟁유적으로서의 가치를 인정받아 2004년 국가등록문화재 제137호로 지정되었다.
