Dear Fathers and Brethren,	친애하는 부형들께,
For some time past the Mission has been endeavoring to make all its actions accord with the Manual and to make all individual work become the work of the Mission but recent actions and instructions received from the Board have caused confusion in our minds as to the interpretation of the New Manual and the relations existing between a Mission and the Board, and have called forth from us the following statement of facts with the accompanying requests.	지난 시간 동안 [한국]선교부에서는 선교부의 결정 사항들이 지침서의 내용에 어긋나지 않게 하며 모든 개별적 사역이 선교부의 전체적 사역이 되도록 노력해 왔습니다. 그렇지만 최근 본부에서 전해 준 ‘결의 및 지시 사항’들을 보면서, ‘새로운 지침서의 내용을 어떻게 해석해야 하는지, 그리고 선교부와 본부와의 관계는 어떻게 이해해야 하는지’에 대해 혼란스러운 마음을 갖게 되었습니다. 그래서 우리는 다음과 같이 사실을 진술하며 이와 더불어 몇 가지 요청을 하고자 합니다.
In the fall of '89 the Board commissioned and sent out Dr. Allen to start a new station at Fusan in the South of Korea, the Mission knowing nothing of it till he was on his way out, and he told one member of the Mission that his instructions were that all his dealings were to be direct with the Board and not with the Mission. In view of this action we are at a loss to understand Art's 33 and 34 of the Manual.	89년 가을에 본부에서는 알렌 박사에 권한을 부여하고 한국의 남쪽에 있는 부산에서 새로운 선교 지부를 시작하도록 보낸 바 있으나, 선교부에서는 알렌 박사가 그곳에서 나오게 될 때까지 그러한 사실에 대해서 아는 바가 전혀 없었습니다. 그런데 알렌 박사는 선교부 내의 한 사람에게 “자신은 선교부가 아니라 본부와 직접 관계를 맺어야 한다는 지시를 들었다’고 말했습니다. 이러한 일을 볼 때, 우리가 지침서의 33, 34 조항을 어떻게 이해해야 할지 모르겠습니다.
Following this Dr. Allen comes to Chemulpo then to Seoul, takes his place as a regular member of the Mission, asks permission to locate at Chemulpo & rent a house for six months. Before the close of this time he receives the appointment of Secretary to the United States Legation in Seoul; comes to Seoul; is sworn into office. No word of even a change of residence from Chemulpo to Seoul having been made to the Mission & still holds his place as a member of the Mission all of which is contrary to Art. 24 of the Manual.	이 일 후에, 알렌 박사는 제물포로 갔다가 서울로 와서, 선교부의 정규 일원으로서 자신의 자리를 확보한 채, 제물포에 거주하며 6개월 동안 집 한 채를 빌리게 해달라는 요청을 하였습니다. 이 6개월이 다 가기 전에 그는 서울에 있는 미국 공사관의 서기관(Secretary) 임명을 받아들이고는 서울로 와서, 서기관으로 취임하게 됩니다. 선교부에는 제물포에서 서울로 거주지를 옮긴다는 말 한 마디 하지 않았으면서도 여전히 선교부의 일원으로서의 그의 자리를 유지하고 있는데, 이 모든 일들은 지침서의 24항의 내용과 어긋나는 것입니다.
At Dr. Heron's death, at the regular monthly meeting of the Mission, Dr. Allen offers to take charge of the Hospital. Then a discussion as to what course the Mission should take about the Hospital followed. It was the unanimous feeling of the Mission that if any change occurred, now was the time; that a change should occur and that if the Mission provided the Hospital with a physician, Christian work could be done. Dr. Allen himself stated that when the Hospital was started, it was needed to give the Mission standing, that this had now been done, that something more should now be done or it would not pay the Mission to run it, and that if any change occurred it could only be brought about by taking a stand at this time. The Mission also thought that the closing of the Hospital for two months while we were learning from the Board what they would do no harm to the work and in this also Dr. Allen agreed. In view of these facts Mr. Underwood was nominated as a committee of one to interview the Korean officials in charge of the Hospital, find out what could be done and report at a called meeting of the Mission Dr. Allen seconded the nomination & the action was unanimous.	헤론 의사가 사망하였을 때, 선교부의 월례 정기 회의에서 알렌 박사는 자신이 그 병원을 맡겠다고 제안했습니다. 그러자 ‘선교부에서 병원을 어떤 방식으로 이끌어 나가야야 할 것인가’에 대한 토론이 이어졌습니다. 어떤 변화가 있어야 한다면 지금이 바로 그 때이며, 분명히 변화가 있어야 한다는 공감대가 형성되었습니다. 선교부에서 병원에 의사 한 명을 보낸다면 기독교 사역이 잘 이루어질 수 있을 거라는 것이 선교부의 일치된 생각이었습니다. 알렌 박사도 병원을 시작할 때부터 병원은 선교부의 지지 기반이 되어야 하고, 이제 그것이 이루어진 지금은 그 이상의 무엇인가를 해내야 한다고 하였습니다. 그렇지 않다면 선교부가 병원을 운영할 가치가 떨어진다고 말입니다. 그리고는, 만약 어떤 변화를 일으키려면 이 시점에서 입장을 정해야만 가능하다고 주장하였습니다. 또한 선교부에서는 ‘본부의 의향을 파악하기 위해 기다리는 두 달의 기간동안 병원 문을 닫는 것이 그 사역에 전혀 해가 되는 일이 아니라’고 생각했고, 이 점에 대해 알렌 박사도 동의하였습니다. 이러한 점들을 고려하여 언더우드는 위원회의 한 사람으로 임명받아 병원 일에 대한 책임을 맡고 있는 한국인 관리들과 면담을 나누면서 무엇을 할 수 있는지 알아보고 선교부 회의에서 보고하는 일을 하게 되었습니다. 알렌 박사는 그 임명에 동의하였으며, 만장일치로 결정되었습니다.
Neither was Dr. Allen's offer to take charge of the Hospital accepted, nor was he appointed a member of the Committee to interview the Hospital authorities because the Mission did not thing it advisable that a purely political position should be combined with that of a full missionary and such action would have committed us to that position. Although no formal notice had been served upon the Mission we all knew that he had taken the oath of office and under the circumstances did not deem it advisable to put him as a missionary in charge of the Hospital.	자신이 병원을 담당하겠다는 알렌 박사의 제안은 받아들여지지 않았으며, 그는 병원과 관련된 당국자들을 면담할 위원회의 일원으로 임명되지도 않았습니다. 선교부에서는 정치적 지위에 완전히 발을 들여놓은 사람이 전적인 선교사의 직임을 병행할 수 없다고 생각했으며, 그를 위원으로 임명해 우리를 그런 불분명한 입장에 세우는 것이 바람직하지 않다고 보았습니다. 선교부에 공식적인 통보가 있었던 것은 아닙니다만, 우리 모두는 알렌 박사가 이미 취임선서를 했었다는 것을 알고 있었기 때문에 그러한 상황에서 알렌 박사가 병원의 책임을 맡은 선교사로 일하게 하는 것이 타당하지 않다고 여겼던 것입니다.
A week afterwards, before the Committee had made its report or we had time to communicate with the Board, a telegram was received from the Board dated New York, Aug 6th/90, placing Dr. Allen in charge of the Hospital which prevented us from carrying out our plans.	그로부터 일주일 후, 위원회에서 보고서를 작성하고 본부에 연락을 취하기도 전에 본부에서 보낸 전보 한 통을 받았습니다. 발신지는 뉴욕이었고 발신일은 90년 8월 6일이었습니다. 그 전보의 내용은 알렌 박사를 병원의 책임자로 앉힌다는 것이었습니다. 그로 인해 우리가 계획한 것은 실행할 수 없게 되었습니다.
We ask for an explanation of the matters in order that we may know clearly what to do in the future and as we cannot consent to Dr. Allen holding a purely political position at the same time that he is a member of the Mission, we request that the Board will require him to resign either his position as a member of the Mission or as Secretary of Legation and this to be one or the other.	우리는 위와 같은 일들에 대한 설명을 듣고 싶습니다. 그래야 우리가 앞으로 무엇을 할 수 있을 것인지 분명히 알 수 있을 겁니다. 그리고 우리는 ‘알렌 박사가 선교 본부의 일원이면서 동시에 고유한 정치적 직임을 수행하는 것’에 대해 동의할 수 없기 때문에 본부에서는 알렌 박사에게 ‘선교부에서 탈퇴하거나 공사관의 서기관직을 사임하도록 요구해 줄 것’을 청원하는 바입니다.
