정양산성 외성은 내성의 서쪽에서 연장되어 산성의 서북쪽 계곡을 더 넓게 에워싸고 있다. 외성은 북동쪽 성벽, 서북쪽 성벽, 남쪽 성벽으로 구성되며, 동남쪽은 내성과 연결된다. 서북쪽 성벽에 문터와 배수 시설이 한 곳씩 있으며, 동북쪽 성벽에도 한 군데에 문터로 여겨지는 부분이 있다. 서북쪽 성벽의 남반부와 남쪽 성벽은 인공으로 쌓았다기보다는 자연 지세를 최대한 활용했다.

외성 내부는 계단식 대지 및 농경지로 이용된 밭두둑이 있다. 이러한 계단식 평지는 계곡 좌우에 있으며 외성 내부의 거의 절반을 차지한다. 계곡에는 내성으로부터 스며든 물이 조금씩 흘러내려 가는데 수량은 매우 적은 편이다.

외성은 자연석을 그대로 쌓거나 돌을 다듬어 층을 흐트러지게 쌓는 난층쌓기로 하였으며, 흙과 돌을 함께 쌓은 토석 혼축인 곳도 있다. 내성과는 달리 성벽이 낮고 많이 무너졌다.

문터는 현재 통행하는 길이 성벽 선과 만나는 지점이며 일대에서 기와 조각이 발견되는 것으로 보아 문루 시설이 있었던 것으로 추정한다. 외성은 후대에 산성을 확장하여 사용하기 위해 쌓은 것으로, 고대 성곽을 중세나 근세에 보완해 사용한 사례를 잘 보여 준다.

Outer Wall (Jeongyangsanseong Fortress, Yeongwol)

The outer wall of Jeongyangsanseong Fortress extends from the western part of the inner wall and expands the area of the fortress further over the stream valley to the northwest. The outer wall is a later alternation made to enlarge the original fortress built during the Three Kingdoms period (57 BCE-668 CE).

The wall was built with uncoursed masonry using hewn and unhewn stone, sometimes in combination with earth. Unlike the inner wall, it has suffered a lot of damage. The outer wall consisted of three sections: the northeastern, the northwestern and the southern. It is connected to the inner wall on its southeastern end. Northwestern section of the wall has a gate side and a water outlet. The southern section and the southernmost half of the northwestern section were built making the most use of the natural terrain. Structural remains presumed to be a gate site were also identified in the northeastern section of the wall. This gate site is located at the point where the current tourist route crosses the wall. Tile shards unearthed around the site suggest that the gate had a pavilion on top.

Nearly* half of the area between the outer and the inner walls* is occupied by earthen terraces built to either side of the stream valley to create level areas for buildings and farming. The stream valley has very little water coming through from the area surrounded by the inner wall.
