국문
이 건물 터는 월성 1~2호 해자* 북쪽에서 발견되었다. 삼국 통일 전의 월성 해자는 수혈 해자**로서 기능이 방어였으나, 통일 후 석축 해자***로 바뀌면서 그 기능도 조경으로 바뀌었다. 이후 석축 해자는 점차 규모가 축소되고 결국 폐기되는데, 그 위에 건물들이 새로이 세워졌다. 이 건물 터는 해자가 축소·폐기된 후 세워졌으며, 이를 통해 관청이 확장되었음을 알 수 있다.
발굴 조사에서 건물의 초석**** 아래 설치되는 적심*****이 발견되었다. 건물 터는 모두 6동이 확인되었으며, 그중 해자와 나란한 방향으로 세워졌던 5동의 위치를 초석으로 표시하였다. 석축 해자가 원래의 모습으로 있었을 때에는 건물이 없었을 가능성이 크다. 그러나 왕궁이 어떻게 변화하였는지를 보이기 위해 해자와 건물 터를 함께 재현하였다.

Building Sites (Wolseong Palace Site, Gyeongju)
Situated north* of Moats No. 1 and 2, this site is presumed to have been the location of six government office buildings inside the Wolseong Palace.
Prior to the Silla’s unification of the three Korean kingdoms (668), the moats were dug and primarily used for defense of the palace. However, after the unification, the moats were rebuilt using stone to serve as a landscape feature rather than a defensive structure. Around the 9th century, the moats underwent further reduction in size yielding space for various government office buildings.
Excavation of the building sites revealed foundations under the pillar-base stones. The location of five out of six building sites, which are oriented parallelly to the moats, were marked with pillar-base stones. Moats were reconstructed in a form prior to their downsizing together with the building sites to illustrate the changes in palace’s structure.

Plus, if the moats were built along the northern wall of the palace, and these buildings were supposed to be inside the palace, then according to the description in this piece the moat would separate the palace and the buildings - does it make sense?
영문 해설 내용
해자 1호와 2호 북쪽에 위채한 이곳에는 월성 내의 관청 건물 6동이 있던 것으로 추정된다.
삼국통일 전에 만들어진 해자는 땅을 파서 만들었으며 성을 방어하는 것이 주된 기능이었다. 그러나 통일 이후 석축해자로 바뀌면서 그 기능도 조경으로 바뀌었다. 9세기 무렵 관청이 확장되면서 해자는 더욱 축소되었고 그 위에 여러 건물들이 세워졌다.
발굴조사를 통해 건물의 초석 아래 설치되는 적심이 발견되었다. 6동의 건물 중 해자와 나란한 방향으로 세워졌던 5동의 위치를 초석으로 표시하였다. 월성의 변화 모습을 보이기 위해 축소되기 전의 해자와 건물 터의 모습을 함께 재현하였다.
