2018

1789년(정조 13) 수원읍을 팔달산 아래로 옮겨 오면서 지은 관청이다. 동시에 왕이 수원에 내려오면 사용하는 행궁 기능도 겸했다. 정조는 1793년 수원읍을 화성부로 승격시키고 유수의 벼슬을 정2품으로 높였으며, 이듬해에 성곽을 축조하면서 행궁의 규모를 크게 늘렸다. 1795년(정조 19)에는 어머니 혜경궁의 회갑연을 이곳에서 치르기 위하여 중요한 건물은 이름을 행사에 걸맞게 고치고 필요한 건물은 새로 지었다.

정문인 신풍루에서 정당인 봉수당에 이르기까지 세 개의 문을 거치게 했다. 봉수당 뒤에는 장락당을 짓고 그 곁에는 살림채인 복내당을 갖추었다. 봉수당은 회갑연이 치러진 곳이고, 장락당은 혜경궁이 머물렀다. 봉수당 남쪽에는 왕이 머물던 유여택이 있고, 북쪽에는 큰 행사를 벌이던 낙남헌이 자리 잡았으며, 그 동쪽에는 객사인 우화관이 있다.

화성행궁은 1909년부터 수원 주민들을 위한 병원(자혜의원)으로 쓰이면서 건물이 철거되어 사라지고 낙남헌만 남았다가 1996년부터 발굴조사를 거쳐 2002년에 옛 모습을 되찾았다. 조선시대 전국에 조성한 행궁 가운데서 가장 돋보이는 규모와 격식을 갖추었다. 정조를 비롯하여 이후 뒤를 이은 순조, 헌종, 철종, 고종이 이곳에 머물렀다.

화성행궁은 조선 정조 13년(1789)에 팔달산 아래로 수원의 행정기구인 읍치를 옮겨 오면서 관청으로 사용하기 위해 지었으나, 왕이 수원에 내려오면 머무는 행궁으로도 사용했다. 정조는 1793년 수원읍을 화성유수부로 승격시키고, 정조 19년(1795)에는 어머니 혜경궁의 회갑연을 치르기 위하여 건물의 이름을 고치거나 새로 지었다. 1796년 전체 600여 칸 규모로 완공되었다.

화성행궁은 조선시대 전국에 조성한 행궁 가운데서 가장 돋보이는 규모와 격식을 갖췄다. 건립당시의 모습이 『화성성역의궤』와 『정리의궤』에 그림으로 남아 있다. 그러나 1909년부터 병원(자혜의원)과 경찰서로 쓰이기 시작하면서 건물이 파괴되어, 현재는 낙남헌과 노래당만 본래 모습을 유지하고 있다. 1996년부터 발굴자료와 『화성성역의궤』 기록을 바탕으로 복원사업을 시작해 2002년 1단계 복원공사를 마쳤다. 현재 미복원시설인 화성행궁 우화관과 별주의 복원사업이 진행 중이다.

화성행궁은 조선 시대 지방에 건립된 행궁 중 최대 규모다. 정조 13년(1789)에 사도세자의 무덤을 수원부 읍치 자리로 천장하고, 신읍치를 팔달산 아래로 옮기면서 신수원부의 관청으로 건립되었다. 화성행궁은 평소에 관청으로 쓰이다가 국왕이 행차하면 국왕과 수행관원들이 거처하는 궁실(宮室)로 이용되었다. 정조는 현륭원 천장이 있던 1789년부터 죽음을 맞이하던 1800년까지 모두 13차례 화성행궁에 머물렀으며, 1795년에는 어머니 혜경궁 홍씨의 회갑잔치를 이곳에서 거행하였다. 현륭원 행차는 정조 이후 역대 국왕들에 의해 지속되어서 화성행궁의 기능도 19세기 말까지 이어졌다.

그러나 1911년부터 일제가 화성행궁을 병원(자혜의원)과 경찰서로 쓰려고 개조 또는 철거하여, 현재는 낙남헌과 노래당만 본래 모습을 유지하고 있다. 수원시는 1994년부터 발굴조사 결과와 『화성성역의궤』를 바탕으로 복원사업을 실시해 2002년에 중심권역을 복원했고, 2023년에 우화관과 별주권역을 복원하였다. 발굴조사에서 확인되지 않은 일부 건물과 담장은 복원하지 않았다.

A temporary palace, called haenggung in Korean, refers to the temporary residence used by a king when he was not at the main palace in the royal capital.

During the Joseon period (1392-1910), temporary palaces were built in many parts of the country, including Namhansanseong Fortress, where the royal family once took refuge during a war, and Onyang in Asan, Chungcheongnam-do, where kings traveled to enjoy a hot spring. The Temporary Palace at Hwaseong Fortress was built by King Jeongjo (r. 1776-1800) for his visits to the tomb of his father, Prince Sado, in the Suwon area. At other times, it was used as a local government office. This temporary palace was the largest in Joseon, and was distinguishable in terms of its size and function among all the royal temporary residences around the country.

The construction of this temporary palace began in 1789, when King Jeongjo moved his father’s tomb from Yangju (today’s Hwigyeong-dong, Seoul) to Suwon, and was completed in 1790. Later, along with the construction of Hwaseong Fortress from 1794 to 1796, the temporary palace was significantly expanded. In 1795, King Jeongjo held a splendid royal banquet here to celebrate the 60th birthday of his mother, Lady Hyegyeong.

The front part of this temporary palace is occupied with buildings for local administration, and the rear part includes the king’s office and places for relaxation. Unlike other temporary palaces, the layout of this palace follows that of the main palaces in the royal capital. This is because King Jeongjo planned to move to Hwaseong Fortress after he passed down the throne to his successor.

In the early 20th century, a provincial hospital was built here, and most buildings of the temporary palace, except Nangnamheon Hall, were demolished. The palace was reconstructed between 1996 and 2002, and the large square in front of the palace was made in 2009.

This temporary palace was built by King Jeongjo (r. 1776-1800). In 1789, King Jeongjo moved his father Crown Prince Sado’s tomb from today’s Hwigyeong-dong, Seoul to Hwaseong, and he needed a place to stay nearby when he visited to pay his respects. So, he had this temporary palace constructed. It was completed the following year, in 1790. When Hwaseong Fortress was constructed from 1794 to 1796, the temporary palace was significantly expanded. In 1795, King Jeongjo held a splendid royal banquet here to celebrate the 60th birthday of his mother, Lady Hyegyeong. When the king was not visiting, the temporary palace also functioned as the local government office for the Suwon area.

King Jeongjo planned to retire to this temporary palace after abdicating the throne, and it was therefore built in a grand scale similar to the palaces in the royal capital. It was thus the largest temporary palace in all of Joseon.

In the early 20th century, all of the buildings, except Nangnamheon and Noraedang Halls, were demolished to build a provincial hospital on the site. The palace was reconstructed between 1996 and 2002, and the large square in front of the palace was made in 2008.

During the Joseon dynasty (1392-1910), several temporary palaces were built across the country, among which the temporary palace at Hwaseong Fortress was the largest.

In 1789, King Jeongjo (r. 1776-1800) began the construction of a new walled city at the foot of Paldalsan Mountain following the relocation of his father Prince Sado’s tomb from Yangju (present-day Hwigyeong-dong, Seoul) to Suwon. Within the walled city, a temporary palace was built to serve as the local government office of the newly established Suwon-bu District during regular times and as a royal residence during the king’s visits. In 1795, King Jeongjo held a banquet at the temporary palace to celebrate the sixtieth birthday of his mother Lady Hyegyeong. The construction of the entire complex was completed the following year in 1796. In total, King Jeongjo visited the temporary palace 13 times during and after its construction. Following the king’s death in 1800, processions to Prince Sado’s tomb continued to be practiced by other kings. Thus, the temporary palace retained its function until the end of the nineteenth century. However, in 1911 during the Japanese colonial period (1910-1945), the palace buildings were either demolished or remodeled to build a hospital and a police station.

The reconstruction of the temporary palace began in 1994 with archaeological excavations of the area. The reconstruction, which was overseen by the City of Suwon, was completed based on the archaeological findings, together with the Royal Protocol of the Construction of Hwaseong Fortress, which dates to the time of the palace’s construction. The central part of the palace was completed in 2002, while Uhwagwan Guesthouse and the area around the detached kitchen were completed in 2023. Several buildings and enclosure walls that could not be confirmed during the excavations were not reconstructed.

행궁은 임금이 궁궐을 떠나 멀리 행차할 때 임시로 머무르는 별궁을 말한다. 조선시대에는 왕이 피난을 갔던 남한산성과 온천 여행을 갔던 온양을 비롯하여 전국 여러 곳에 행궁이 지어졌다. 화성행궁은 정조가 부친인 사도세자의 무덤인 현륭원을 행차할 때 머물기 위한 처소로 마련되었으며, 평상시에는 수원부의 관청으로 사용되었다. 화성행궁은 전국의 행궁 가운데 규모나 기능 면에서 가장 돋보이는 조선시대 최대의 행궁이다.

화성행궁은 20세기 초 도립병원이 들어서면서, 낙남헌을 제외한 행궁의 건물 대부분이 철거되었다. 1996년부터 복원이 시작되어 2002년 현재의 모습을 갖추었으며, 2009년에는 행궁 앞에 광장이 마련되었다.
