청주 구 충북산업장려관은 1936년 12월 23일에 만들어진 공공시설로, 충청북도청 남서쪽 모서리에 있다. 이 건물은 1957년 2월 14일에 충청북도 상공장려관으로 명칭을 바꾸고, 도내 상공인들의 전시와 홍보의 장으로 활용되었다. 1990년대 후반에는 1층은 경찰서 식당, 2층은 충청북도 지방경찰청과 충북도청의 사무실로 쓰였다. 한때 도청 문서고와 수장고로 쓰이기도 했으나, 2024년에 문화유산 원형 복원 공사를 완료하여 일반 시민에게 개방하여 복합 문화 공간으로 활용되고 있다.
건물은 ‘ㄴ’ 자형 평면으로 지어졌으며, 남서쪽 모서리는 둥글게 처리해 부드러운 인상을 준다. 주 출입구 위에는 약 1m 정도 돌출된 캐노피가 설치되어 있으며, 2층은 가로로 긴 창을 배치해 정면성을 강조하였다. 전체적으로 기하학적인 구성으로 1930년대 근대 모더니즘 건축 기법을 잘 보여 준다.

Former Chungbuk Industrial Promotion Center, Cheongju
This building was constructed in December 1936 during the Japanese colonial period (1910-1945) to serve as a public facility. In February 1957, it was renamed the Chungbuk Industrial Promotion Center and used as a venue for exhibitions and publicity activities by local merchants and industrialists. From the late 1990s, the second floor served as office space for the Chungcheongbuk-do Provincial Police Agency and the provincial government, while the first floor was used as a police cafeteria. It was later used as a document storage and archival facility for the provincial government. After restoration work to recover its original form was completed in 2024, the building was opened to the public and now serves as a multipurpose cultural space.
The building has an L-shaped floor plan. The southwest corner, which contains the main entrance, is rounded, and a canopy projecting about one meter extends above the doorway. Above the canopy, a horizontally elongated window highlights the symmetry of the façade. The overall geometric composition reflects the modernist architectural style of the 1930s.
