국문
객사는 고려·조선시대에 각 고을에 둔 관사로 객관이라고도 한다.
<고려사>에는 1279년(충렬왕 5년) 8월에 객관을 처음 지었다는 기록이 있으나, 실제로는 고려 초부터 지어지기 시작했다고 전해진다. 조선시대에는 객사에 왕을 상징하는 전패(殿牌)를 모시고 매달 초하루와 보름에 대궐을 향해 예를 올렸으며, 외국 사신이나 중앙에서 내려오는 관리들의 숙소로도 사용했다.
완도 객사는 1722년(경종 2년)에 가리포진 124대 첨사 이형(李炯)이 세웠다. 1869년(고종 6년)에 첨사 이위소가 중수 하였으며, “호남제일번(湖南弟一藩)”이란 현판은 1854년(철종 5년) 첨사 홍선이 쓴 것이다. 이 객사는 일명 “청해관(淸海館)”이라고도 불린다.

Guesthouse of the Wando Local Government
A guesthouse was one of the most important buildings of a local government office, serving as both a shrine for honoring the king and as temporary lodging for traveling officials and important visitors. A wooden tablet, enshrined in each local guesthouse, exhibited the king’s sovereignty across the country. To acknowledge this sovereignty, the local magistrate and other officials regularly performed a ceremony here in which they prostrated themselves toward the royal capital.
The guesthouse of the Wando Local Government was built in 1722 and renovated in 1869, having originally served as part of the Garipojin Navy Garrison. The building is known by the name Cheonghaegwan, meaning “Hall of the Clear Sea,” which can be seen inscribed on the name plaque hanging on the facade.
The gate leading to the guesthouse also features a plaque calligraphed in 1854 by garrison commander Hong Seon. The phrase on the plaque means “The Foremost Frontier of Honam,” reflecting the strategic importance of Wando Island as the southern gateway to the Jeolla-do region.
영문 해설 내용
객사는 고을 관아에 설치했던 중요한 건물 중 하나로, 왕을 상징하는 전패를 모시는 곳이자 출장 온 관원이나 중요한 손님들이 숙소로 사용하던 곳이었다. 객사에 모셔진 전패는 왕의 통치권을 상징하는 것이다. 이러한 통치권을 바탕으로 고을 수령과 관리들은 궁궐을 향해 절하는 망궐례를 행했다.
완도객사는 원래 1722년에 가리포진의 객사로 지어졌고 1869년에 중수되었다. 건물 정면에 걸린 현판에는 이 객사의 다른 이름인 “청해관(淸海館)”이 쓰여 있다.
객사 앞 삼문에는 1854년 첨사 홍선이 쓴 현판이 걸려 있다. 현판에는 “호남제일번(湖南弟一藩)”이라고 쓰여 있는데 이는 전라도 지역의 남쪽 관문인 완도의 전략적 중요성을 나타낸다.
