"불사(佛事)가 선왕에게 조금이라도 이익된다면 신하가 먼저 계청(啓請)하여야 할 것이오나, 신 등이 애통하신 때를 당하여 굳이 말리어 마지 않는 것은, 그것이 허황하여 보탬은 없고 정시(正始)의 도리에 누(累)가 되기 때문입니다."

하였는데, 그 계사(啓辭)를 정승들에게 보이도록 명하고, 이어 전교하기를,

"조종조에서 다 행하셨음이 어찌 불교를 좋아하여 그런 것이랴. 대행 대왕께서도 불법을 좋아하지 않으시면서 또한 선왕을 위하여 감히 폐하지 아니하셨는데, 지금 대간(臺諫)이 여러 날 논계(論啓)하니, 경(卿)들이 내가 좇을 수 없다는 뜻으로 타이르는 것이 어떠하오?"

하매, 윤필상 등이 아뢰기를,

"전교를 듣자옵건대, 이것은 지극히 애통 절박한 생각에서 나온 것이니, 그 말을 듣고 안 듣는 것은 성심(聖心)으로 결단하시기에 달렸사옵고, 신 등으로서는 감히 타이르지 못하옵니다."

하고, 백진 등이 다시 아뢰기를,

"불사를 하지 않는다는 것이 예문(禮文)에 밝게 실렸는데, 하물며 초정(初政)에리까. 예문을 좇지 않고 사도(邪道)를 따르려 하시니, 중외(中外)가 실망합니다."
