Dear Dr. Allen:	존경하는 H. N. Allen알렌인물 박사님께
In accordance with your suggestion Mr. Moffett left Pengyang on Friday and Mr. Underwood left Seoul on the same day. Mr. Underwood came direct to Haiju arriving on Saturday the 7'th at 12 P. M. Hearing that the investigation was to be conducted here in Haiju Mr. Underwood communicated with Mr. Moffett, who had expected that investigations would be held in Sinanpo, and he and Mr. Hunt came on to Haiju at once, arriving Tuesday the 10'th inst. at about 10 P. M.	마펫 씨가 금요일에 평양을 떠나고, 언더우드 씨가 같은 날에 서울을 떠난다는 박사님의 언급에 대해 말씀드립니다. 언더우드 씨는 7일 토요일 오후 12시에 해주에 곧바로 도착했습니다. 조사가 이곳 해주에서 수행된다는 말을 듣고 언더우드 씨는 마펫 씨와 의견을 나누었습니다. 마펫 씨는 그 조사가 신안포에서 있을 것으로 기대했습니다. 그래서 그와 헌트 씨가 곧바로 해주에 왔고 10일 화요일 오후 10시경에 곧바로 도착했습니다.
While awaiting the arrival of Mr. Moffett, Mr. Underwood called on the Governor and also on Yi Eung Ik. The Governor was very pleasant: received him very cordially and was not slow to detail his grievances against the French Priest Wilhelm and also against Father Le Gac. He claimed that nor only had they hindered and prevented arrests of Koreans by force but had liberated those under arrest, and seized, bound and imprisoned the officers sent to make arrests and had them flogged. That he had established a court of justice at his own place, where usurping the functions of a magistrate he had cases brought and tried of both Roman Catholics and others. The Governor also told me that Father Wilhelm had acknowledged that he did all these things.(I might state that the Bishop in Seoul told me that Father Wilhelm would not allow the arrest of any Roman Catholics by the Governor.) Father Wilhelm also called on Mr. Underwood and told Mr. Underwood that he had been for months in a fight with the Governor for official recognition and that he had taken this method of forgoing the matter to a settlement. He personally acknowledged to his having ordered arrests, and at other times hindered the Korean officials from arresting and to having ordered the arrest of Police officials, who were obeying the orders of the Korean lawful authorities. He said that he regretted that in this fight, protestant christians were involved.	빌헬름 신부 역시 언더우드 씨를 방문하여, 그가 몇 달 동안 공적인 승인을 위해 관리와 싸우는 중에 있고 그는 한 거주지에서 문제없이 살기 위해 이 방식을 택했다고 언더우드 씨에게 말했습니다. 그는 한국인 포졸이 체포하려는 것을 방해했으며, 한국의 법에 의해 임무를 수행하는 포졸을 체포하라고 명령했다는 사실을 개인적으로 깨닫고 있었습니다. 그는 이 싸움에 개신교 그리스도인들이 연류되어 있다는 사실이 유감스럽다고 말했습니다.
The two priests Father Doucet from Seoul and Father Wilhelm from this section had a conference with the Governor and Mt. Yi Eung Ik on Sunday at which the Governor says the admissions above referred to were made and at which he asserts, both priests acknowledged the wrong had been done by Father Wilhelm, and Father wilhelm gave a written statement that he would continue to do the same no longer.	서울에서 온 두셑 신부와 이 지역에서 온 빌헬름 신부, 이 두 사제들은 일요일에 관리 및 이응익 씨와 회담을 열었는데, 여기에서 관리는 위에서 언급된 내용을 자백하라고 말하고, 또한 두 사제들은 빌헬름 신부가 자행한 잘못된 일을 인식하고 있다고 단언했습니다. 그리고 빌헬름 신부는 그곳에서 다시는 이와 같은 일을 계속하지 않겠다는 각서를 제출했습니다.
On Monday Feb. 9'th. Han Chai Soon of Sinanpo and Kim Tou Oh of Changyun, entered their complaints before the special inspector in the evening.	2월 9일 월요일에 신안포의 한채순과 장연의 김유오는 저녁에 특별 감사 앞에서 그들의 불만을 털어놓았습니다.
On the next day orders were issued by the inspector for the arrest of the men mentioned in the complaints and among them was the name of An Tai Kou who was the leader of those who assaulted Kim You Oh: It being known that this man (An Tai Kou) was at the house where the priests were being entertained.	다음날, 감사는 그 불만들 중에 언급되었던 사람들을 체포하라는 명령을 내렸고, 그들 가운데는 안태구라는 이름이 있었는데, 그는 김유오를 폭행했던 사람들 가운데 주동자였습니다. 이 사람(안태구)이 사제들이 묵은 집에 있었다는 사실이 알려지고 있습니다.
The Governor himself gave us the following details. The policemen finding that the man was in the house and that when called for he did not come out, in the fulfillment of his commission, he went to the door of the room where the man was with the priests, opened it and told man to come out. At this the priest ordered him (the policeman) to be seized and had him suspended from one of the beams by his hands tied together and then bound his body to the post, they then ordered the man beaten.	관리가 직접 우리에게 다음과 같은 자세한 내용을 전해 주었습니다. "포졸이 그 사람이 그 집에 있는 것을 발견하고 그를 소환하자 나오지 않았다. 임무를 수행 중이었다. 포졸이 그 방의 문으로 갔는데, 거기에 그 남자가 사제들과 함께 있었다. 포졸은 문을 열고 그 남자더러 나오라고 말했다. 이때 그 사제는 그를 (포졸을) 체포하라고 명령했고, 그의 손을 서로 묶고는 몸을 기둥에 묶었다. 그런 후 그들은 그 사람을 때리라고 명령했다.
It is also known that the priest Father Doucet, then went to the Inspector and claimed that the treaty had been infringed as the policeman had come into the roon where the priests were. The inspector replied that the laws had been infringed when a policeman had been bound and beaten. Father Doucet then said " Then we are quits" and with an apology from the inspector and the imprisonment of the policeman who had already been beaten this transaction was ended.	또 알려진 내용은 다음과 같습니다. 사제인 두셑 신부가 그후 감사에게 가서 포졸이 사제들이 있는 방에 들어온 것은 협정을 위반한 것이라고 주장했다. 감사는 포졸이 묶이고 두들겨 맞았을 때 법에 위반된 것이라고 대답했다. 그러자 두셑 신부는 “그럼 우리는 피장파장이다” 라고 말했고, 감사에게 사과를 받고 이미 두들겨 맞은 포졸을 옥에서 꺼내주는 이런 교환 행위로 상황은 끝났다.
The man is still held in prison for the alleged violation of the treaty, not having a copy of the treaty with us we cannot be sure, but we doubt whether that is a violation of the treaty as this is not a treaty port. Will you kindly inform us on this point.	그 사람은 협정을 깨뜨린 혐의로 여태 감옥에 갖혀 있습니다. 우리에게 협정의 사본이 없어서 확실히 알수는 없으나, 우리는 그것이 협정의 파기인지 의심합니다. 이곳은 협정의 보호를 받는 지역이 아닙니다. 당신께서 이점에 대해 저희에게 좋은 정보를 주시기 바랍니다.
Another man named Cha, was also ordered to be arrested, but Father Wilhelm said it is now late, let the man stay here tonight, and I will send him in the morning. In the morning he was not sent, and when the police went for him, both Father Wilhelm and the Korean were gone.	차 라는 또다른 사람 역시 체포하라는 명령을 받았습니다만, 빌헬름 신부는 말하기를, 그 명령이 지금 늦었다. 그 사람을 오늘 저녁 여기에 머물러 있게 하라. 아침에 내가 그를 보내겠다 했습니다. 아침에 그는 보내지 않았습니다. 그리고 포졸이 그를 체포하러 갔을 때, 빌헬름 신부와 그 한국인은 가버리고 없었습니다.
The Catholios from Sinanpo who had been with the priests here, also left the city the night their arrests were ordered, so that not one has yet been arrested.	여기에서 신부들과 함께 있었던 신안포에서 온 카톨릭 교인들 역시 체포 명령이 발부된 그날 저녁 그 도시를 떠났습니다. 따라서 아직 아무도 체포되지 않았습니다.
Messrs Moffett and Hunt arrived on Tuesday night. We all paid our respects to the Governor and the Inspector today at about 12.	마펫 씨와 헌트 씨가 화요일 저녁에 도착했습니다. 우리 모두는 오늘 12시경에 관리와 감사에게 경의를 표했습니다.
The Governor was very free to express his feelings on the troubles here, claiming that it was impossible to perform his duties as Governor, with priests arrogating to themselves the functions of Magistrates and teaching and leading the people to defy the authorities.	관리는 이곳의 골치 아픈 문제에 대한 자신의 감정을 매우 자유롭게 표현했습니다. 그는 사제들이 스스로 치안판사의 기능을 사칭하고 백성들에게 관청의 권위를 거부하라고 가르치고 유도한다며 관리로서의 자신의 임무를 수행하기가 불가능하다고 주장했습니다.
We also called on the Inspector who talked very freely in regard to the situation. He told us that all the man whose arrest had been ordered had fled and that he had sent orders to the local magistrates to have the men arrested and sent to Haiju and that when they were arrested he would at once proceed with the trial.	우리 또한 감사를 방문했는데, 그는 그 상황에 대하여 자유롭게 이야기했습니다. 그는 우리에게 말하길, 체포 명령을 받은 모든 사람들이 도망쳐서, 지방 치안관들에게 그 사람들을 체포하라는 명령을 내려보냈고, 그들을 해주로 보냈으며, 그들이 체포되면 곧 재판이 진행될 것이라는 것이었습니다.
We have also heard from the other counties where the arrests were ordered that the men to be arrested are not in hiding: that when the local Yamen runners came and said they were wanted they laughed them to scorn, and "we defied the Governors own policemen and do you suppose we will go with you".	다른 지역들에서 들은 소식으로는, 체포될 사람들이 숨지 못하고 있고, 지방 야멘(Yamen) 주자(走者)들이 와서 그들이 수배됐다고 말하면, 그들은 이렇게 비웃으며 경멸했습니다. “우리는 관리의 포졸들을 거부한다. 너희는 우리가 너희들이랑 같이 갈 것이라고 생각하느냐?”
They are in open defiance of the authorities and of the Inspector and we do not believe that he will succeed in arresting these men unless he has authority to use the soldiers that are here, for it is known that the Roman Catholics will use force to prevent arrest again as they have heretofore.	그들은 내놓고 당국과 감사의 권위를 거부합니다. 우리는 감독관이 여기에 있는 군대의 힘을 사용하지 않고서는 이 사람들을 체포하지 못할 것이라고 봅니다. 왜냐하면 로마 카톨릭 사람들은 지금까지 그래왔던 것처럼 체포하지 못하도록 다시 완력을 사용할 것이 잘 알려져 있기 때문입니다.
The Inspector says that if the men cannot be arrested he will proceed with the trial without them, take all the evidence he can, count their flight as one against them and decide the cases, but if these men can defy arrest, they can and will defy conviction.	감사는 말하기를, 그 사람들을 체포할 수 없으면 그들 없이 재판을 진행할 것이다. 그가 할 수 있는 모든 증거를 수집하여 그들에게 불리한 그들의 도주행각을 헤아려서 그 사건을 재판할 것이라고 했습니다. 그러나 만약 이 사람들이 체포를 거부한다면, 그들은 유죄 판결 역시 거부할 수 있고 그렇게 할 것입니다.
If after all that has been done they are still left at large, and the Government cannot or will not assert its authority, the Romanists will be more boldly aggressive than they have been.	만약 그 모든 일들이 이루어져도 그 범인들이 여전히 잡히지 않은 채 남아 있다면, 그리고 정부가 그 권위로 체포할 수 없고 체포하지 못한다면, 로마 카톨릭 사람들은 그들이 여태껏 해왔던 것보다 더 대담하게 공격할 것입니다.
It is plain to everybody here that the natives here would be unable to thus defy the authorities were they not being upheld by the Frenchmen.	더욱이 당국의 권위를 거부할 수 없는 이곳의 토착인들은 그들이 프랑스 사람들에 의해 지원 받지 못하고 있다는 사실을 모두 불평하고 있습니다.
The situation is indeed serious, more so than either of us had thought and it may involve civil war.	실제로 상황은 심각합니다. 우리들이 생각했던 것보다 훨씬 심하고, 그 상황은 시민 전쟁을 수반할 수도 있습니다.
Do you not think it sufficiently serious to warrant the communications of the situation to the English and Japanese, who are so vitally interested in preserving the integrity of Korea and the peace of the East if further development should show the continued successful defiance of all authority.	당신은 영국과 일본의 상황을 보도하는 언론의 내용이 타당할 만큼 충분히 심각하다고 생각하지 않습니까. 언론들은 모든 공권력에 대한 거부가 계속 확산 발전된다면 한국의 보전과 동양의 평화가 보호될 수 있을 지에 많은 관심을 가지고 있습니다.
We don't know how far this will accord with what you want as a report. Please pardon any mistakes, and if you will let us know your desires we will endeavor to conform to them.	이 편지가 어떻게 하면 당신이 원하는 보고서가 될지 저희는 모르겠습니다. 혹 실수가 있으면 용서하십시오. 만약 당신께서 저희에게 당신의 원하시는 바를 알려주시면 저희는 그것에 따르도록 노력할 것입니다.
If you have two copies of some one of the codes, it might enable us to communicate with you if necessary by telegram without the telegraph people knowing what we were saying and Mr. Underwood will bring it to Seoul when he comes.	혹시 당신께서 법전들 중 일부라도 복사본을 두 개 가지고 계시면, 필요할 때 전보로라도 당신과 의사소통하기 위해서 저희에게 주시면 좋겠습니다. 그것은 또한 전보가 닿지 않는 사람들에게 저희가 말하는 뜻을 알리기 위해서도 좋습니다. 언더우드 씨가 서울에서 여기에 올 때 그것을 가져오면 됩니다.
If possible the bearer will be returning by the boat that takes him Chemulpo.	.가능하면 심부름꾼은 제물포에서 배를 타고 돌아올 것입니다.
