응급의료란 응급환자가 발생한 때부터 생명의 위험에서 회복되거나 심신상의 중대한 위해가 제거되기까지의 과정에서 이루어지는 상담·구조·이송·응급처치 및 진료 등의 조치를 말한다. 한국에서는 성별, 나이, 민족, 종교, 사회적 신분, 경제적 사정 등을 이유로 차별받지 않고 응급의료를 받을 권리가 보장되며, 이는 한국에 거주하거나 여행 중인 외국인에게도 동일하게 적용된다.

응급 상황이 발생했을 때 가장 먼저 해야 할 일은 119에 신고하는 것이다. 119는 연중무휴 24시간 운영되며, 휴대전화로 신고할 경우 발신자의 위치 정보가 자동으로 확인될 수 있다. 구급차는 무료로 이용할 수 있다. 구급대원은 현장에서 심폐소생술, 지혈 등 필요한 응급 처치를 시행하고, 환자의 상태를 의료기관에 사전 전달해 병원 도착 후 신속한 진료가 이루어질 수 있도록 지원한다. 외국어로 신고하는 경우에는 한국관광공사에서 운영하는 1330 관광통역안내전화와 연계된 3자 통화 서비스를 통해 영어, 중국어, 일본어 등 다국어 통역을 지원받을 수 있다. 법무부 외국인종합안내센터(1345)를 통해서도 응급 상황 시 통역 서비스를 받을 수 있다.

응급실은 전국의 종합병원과 응급의료기관에 설치되어 24시간 운영된다. 진료는 접수 순서가 아닌 환자의 중증도에 따라 우선순위가 결정된다. 외국인 환자를 위한 국제진료센터를 운영하는 일부 상급 종합병원에서는 응급 상황 외에도 다국어 통역과 외국인 전담 서비스를 제공한다.

Emergency Medical Services in Korea

Emergency medical care refers to the series of measures provided from the moment an emergency patient occurs until the risk to life is resolved or serious physical harm is removed. These measures include consultation, rescue, transportation, emergency treatment, and medical care. In Korea, the right to receive emergency medical services without discrimination based on gender, age, ethnicity, religion, social status, or economic circumstances is guaranteed. This protection applies equally to foreign nationals residing in or traveling in Korea.

In the event of an emergency, the first step is to call 119. The 119 emergency service operates 24 hours a day, year-round. When calling from a mobile phone, the caller’s location information may be automatically identified. Ambulance services are provided free of charge. Emergency medical technicians administer necessary first aid on site, such as cardiopulmonary resuscitation (CPR) and bleeding control, and relay the patient’s condition to the receiving hospital in advance to facilitate prompt treatment upon arrival. If assistance is needed in a foreign language, three-way interpretation services are available through coordination with the 1330 Korea Travel Hotline operated by the Korea Tourism Organization, supporting languages such as English, Chinese, and Japanese. Interpretation assistance in emergency situations is also available through the Ministry of Justice Immigration Contact Center (1345).

Emergency rooms are installed in general hospitals and designated emergency medical institutions nationwide and operate 24 hours a day. Patients are treated according to the severity of their condition rather than the order of arrival. Some tertiary general hospitals that operate International Healthcare Centers also provide multilingual interpretation and dedicated services for foreign patients, in addition to emergency care.
