Choe Seung-rip treated his parents with filial devotion from childhood. It is said that when his father was suffering from a diseased abscess, he sucked the pus out of it with his mouth to cure his disease, and when his mother was sick, he searched for a snake gall bladder in the frigid winter to cure her disease. His filial piety was known and he received a plaque during the reign of King Hyeonjong (r. 1659-1674).

As Choe Seung-rip's family, the Tamjin Choe clan, had continued to reside in Yesan-gun for generations, the commemorative pavilion was originally built in 1760 in Yesan. However, the descendants of the Tamjin Choe clan moved to the Cheongyang area, so the commemorative pavilion was also moved to its current location in 1812.
