중화전 동쪽에 있는, 고종 황제의 침전이다. 고종은 1919년 1월 22일 이 곳에서 승하했다. 1901년 7월, 황태자(순종)가 고종의 오순(五旬)을 경하하며 함녕전에서 잔치를 열었는데, 그 장면이 「신축진연도병(辛丑進宴圖屛)」1)으로 남아 있다.

함녕전은 러시아 공사관에 머물던 고종이 환궁하여 1897년에 세운 것으로, 1904년 경운궁 대화재가 이 곳에서 시작됐다. 당시 함녕전의 온돌을 수리하고 이를 말리기 위해 지핀 불로 화재가 났고, 불길이 주위로 번지면서 함녕전을 포함해 경운궁 일대가 모두 소실됐다. 지금 것은 같은 해 중건해 1905년 1월에 상량한 것이다.
