Serving as the head of the government, Yi Ha-eung revised national codes and disbanded the Border Defense Command, which had been under the control of the king's in-laws. He also revived the function of the State Council and organized a new military organization called Three Commands to have administrative and military affairs handled by different agencies. His achievements included the reform of the taxation system to strengthen the state treasury and the rebuilding of Gyeongbokgung Palace. He persecuted Catholics and adopted a policy of isolationism, closing all ports of Korea to foreign imperial powers. He fought against - and defeated - the French and U.S. forces that had invaded in demand of trade in 1866 and 1871, respectively, and also rejected the demand of Imperial Japan to open the country's ports.
