이 건물은 청주읍성 안에 있었던 충청도병마절도사영(兵營)의 출입문이다. 이곳 안쪽의 병영에서 종2품의 병마절도사가 충청도의 군사 업무를 주관하였다. 왜란과 호란을 겪으면서 청주의 군사적 중요성이 강조되자 1651년(효종2) 해미에서 병영을 옮겨왔다. 정면 3칸, 측면 2칸의 1층 가운데에 대문을 달아 출입하도록 하였다. 기둥은 네모진 높은 화강석 주초(柱礎) 위에 세워, 대문의 장중함과 안정감을 주었으며, 기둥 아래쪽이 비에 젖어 썩는 것을 방지하였다. 2층은 우물마루를 깔아 누각으로 사용할 수 있게 하였으며, 계자난간(鷄子欄干)을 설치하여 아름답게 장식하였다. 조선시대 후기 병영의 출입문 형식을 잘 보여주는 건물이며, 나무를 다듬은 방법, 지붕의 추녀곡선 등이 아주 정교하고 세련되어 아름다운 전통 목조건축물의 진수를 보여주고 있다.
