Following devastating armed conflicts with France in 1866 and with the United States in 1871 on Korean soil, Heungseon Daewongun (1820-1898), prince regent and de facto ruler during the early period of the reign of King Gojong (r. 1863-1907), ordered to erect these steles to warn people against opening Joseon to Western powers. Each stele bears twelve Chinese characters, reading, “The Western barbarians have invaded. To not fight is to advocate peace. To advocate peace is to sell out the country.” Next to this admonition are small characters which read, “Let this be a warning to our offspring for the next ten thousand years.” After Daewongun fell from power in 1882, Joseon opened to foreign exchange/exchange with the outside world and most of such steles were taken down. Over 20 of them survived to this day and were designated as cultural heritage.

해설문

국문

척화비는 병인양요(丙寅洋擾)*와 신미양요(辛未洋擾)**를 겪은 흥선대원군이 서양 강대국의 침략에 대한 백성들의 경계심을 드높이고자 고종 8년(1871) 서울과 전국의 주요 지역에 세운 비이다.

비문의 내용은 ‘서양 오랑캐가 침범할 때 싸우지 않는 것은 화친(和親)하는 것이요, 화친을 주장하는 것은 나라를 팔아먹는 것이다. 우리 자손만대에 경계한다.’라는 강한 경고 형식으로 되어 있다. 고종 19년(1882) 임오군란 때 흥선대원군이 청나라에 납치되고, 조선이 서양 강대국과 국교를 맺게 되면서 척화비는 대부분 철거되었다.

이 척화비는 원래 부산광역시 동구 자성대 공원 부근의 부산진 성터에 있었으나 1924년 용두산 공원으로 옮겼다가 1978년 이곳에 옮겨져 보존되고 있다.

현재 척화비는 부산 박물관, 기장군 등 전국적으로 약 20곳에 남아있어 조선의 개항 전후 사정을 밝히는 데 중요한 자료가 되고 있다.

이 비석은 1871년 전국에 세워졌던 여러 척화비 중 하나이다.

조선 고종(재위 1863-1907)의 친부이자 당시 실권자였던 흥선대원군 이하응(1820-1898)은 1866년 병인양요와 1871년 신미양요 등을 치른 뒤, 서양 제국주의 세력의 침략을 경계하고자 전국에 척화비를 세울 것을 명하였다. 척화비에는 ‘서양의 오랑캐가 침입해오는데 싸우지 않으면 화친하자는 것이고 화친을 주장하는 것은 나라를 파는 것이다(洋夷侵犯 非戰則和 主和賣國)’라는 내용의 열두 글자를 크게 새겼고, 그 옆에 ‘우리들 만대 자손에게 경고한다’는 내용이 작은 글자로 새겨져 있다. 이러한 척화비는 1882년 이하응이 실각한 후, 조선이 외국과 국교를 맺게 되면서 대부분이 철거되었다. 현재 전국에 남아있는 20기의 척화비가 문화재로 지정되어 있다.

이 척화비는 원래 자성대공원 인근의 부산진 성터에 있었다. 1924년에 용두산공원으로 옮겼다가, 1978년 이곳 부산박물관으로 옮겨졌다.
