Born in Pocheon, Choe Ik-hyeon passed the state examination in 1855 and served several high-rank official posts. When the illegal Japan–Korea Protectorate Treaty of 1905 was signed, he vocally insisted on its annulment and was among the first to initiate the anti-Japanese movement to support Korean sovereignty. The following year, at the age of 74, he even led armed resistance known as the Righteous Army, but eventually was arrested and sent to a jail on Tsushima Island, where he went on a hunger strike and died. In 1962, he was posthumously awarded the Order of Merit for National Foundation.

In 1912, two years after Korea lost its sovereignty and became a colony of Japan, Choe Ik-hyeon’s grandson Choe Myeon-sik fled to Manchu and joined the anti-Japanese movement. In 1921, due to his work with the movement in Korea and Manchuria, he was arrested and put in jail. In 1925, due to health problems, he was released and continued his struggle for independence, but he died four years before he could witness Korea's liberation.
