관청에서 치르는 제사나 행사를 준비하는 일을 맡은 집사들의 근무처이다. 우화관을 짓던 해인 1789년(정조 13)에 지었다. 평소에는 우화관에서 수령이 초하루, 보름에 절을 올리는 의례 준비도 담당했다. 집사의 역할이 의례 절차를 담당하고 있어 우화관 근처에 집사청을 둔 것이다. 집사는 화성의 판관과 인근 고을의 고위급 관리들이 차출되곤 했다.
