이 건물은 1938년에 지어진 진주 배영초등학교의 본관이다. 1998년에 배영초등학교가 이곳에서 진주시 신안동(석갑로)으로 옮기기 전까지 본관으로 사용되었다. 배영초등학교는 1908년에 개교하였으나, 당시에는 진주공립심상소학교라는 이름의 일본인 학교였다. 일본으로부터 해방된 1945년에 진주공립국민학교로 다시 개교하였다가 이듬해인 1946년에 진주배영국민학교로, 1996년에 배영초등학교로 이름을 바꾸었다.
붉은 벽돌을 쌓아 올린 2층 건물은 ‘一’자 모양으로 중앙 현관을 중심으로 좌우대칭을 이루고 있다. 이러한 건축 양식은 서양의 고전적 건축 양식과 일본의 건축 양식을 혼합한 것이다. 세로로 길게 낸 창과 길쭉한 굴뚝을 일정하게 배열하여 수직성을 강조하였고, 중앙현관은 네 개의 벽기둥을 돌출시켜 장식적 요소를 더하였다.
여러 차례 증축과 보수를 거치면서 변형되고 노후화되었지만, 주요 구조는 원형을 그대로 간직하고 있으며 외관이 비교적 잘 보존되어 있다. 또 진주 지역에 남아 있는 가장 오래된 초등학교 건물로 당시의 학교 건축에 대한 자료적 가치가 높다.
