해설문
국문
팔영루는 옛 청풍부를 드나드는 성문 위에 지은 건물로, 안에는 마루를 깔고 난간을 둘렀다. 조선 숙종 28년(1702)에 청풍부사 이기홍이 지으면서 남덕문(覽德門)이라 불렀고, 고종 7년(1870)에 부사 이직현이 금남루와 함께 다시 지었다. 고종(1863~1907 재위) 때의 부사 민치상이 청풍팔경을 즐기기 위해 여덟 수의 팔영시(詩)를 지은 뒤로 팔영루라 한다. 충주댐을 만들면서 1983년 현재의 위치로 옮겼다.

This gate pavilion was built in 1702 as the main gate of the walled town of Cheongpung. It was repaired in 1870. In 1985, due to the construction of Chungju Dam, this gate and the other remaining local government office buildings were relocated to the Cheongpung Cultural Heritage Complex. It now serves as the complex's main entrance.

영문 해설 내용
이 누각은 1702년 옛 청풍 관아의 성문 위에 지었던 문루이다. 1870년 관아의 정문이었던 금남루와 함께 중수되었다. 1985년 충주댐을 만들면서 관아의 다른 건물들과 함께 현재 위치로 옮겨, 청풍문화재단지의 정문으로 사용되고 있다.
이 누각을 처음 지었을 때는 남덕문이라 불렀는데 부사 민치상(1825-1888)이 청풍팔경을 읊은 시를 지은 뒤로 팔영루라 한다. 현재 누각 내부에 이 시를 적은 현판이 걸려 있다.
