The rocky hill had long attracted literati and artists for its scenic beauty. However, as Hyundai Heavy Industries constructed a shipyard in the bay area in the early 1970s, the rocky hill was dismantled. These twin rocks were taken from the site by Kim Yeong-ju, then president of Korea Flange Co., Ltd. and moved to his house for preservation. The rock that supported the twin rocks had since been kept in the Hyundai Heavy Industries property. In 2017, these rocks were moved to the current site according to the public opinion that the rocks should be in public domain as cultural heritage for the locals.

According to legend, a local magistrate in Ulsan neglected his duties in office by indulging himself in excursion with female entertainers in scenic places. One day, a young entertainer, who wanted to inform people of what was going on, jumped from the top of the rock hill while wearing a red skirt and died. Since then, that place was called Nakhwaam, meaning the“rock from which a flower fell."

These rocks are from Nakhwaam, the rocky hill standing at the white sand beach of Mipoman Bay.

Several literati visiting Nakhwaam wrote poems on the beauty of the place which were inscribed on the rocks. A local resident transcribed the poems on the rocks before the dismantling work began. One of the poems read as follows:

The flower fell some year a long time ago.
When the east wind blows, would she bloom again?
Although spring has arrived, she is nowhere to be seen.
Only the moonlight hovers ephemerally in the dark sky.
