해설문

국문

‘서울 구 양천수리조합 배수펌프장(이하 배수펌프장)’은 콘크리트 구조 위에 지어진 목조 건축이다. 1923년 설립된 양천수리조합이 1925년 대홍수를 겪은 후, 배수펌프장 건립을 추진해 1928년 건물을 지었다.

배수펌프장이 자리한 이 지역은 옛 김포평야 지대로 한강 하류에 위치해 홍수 피해가 잦았다. 홍수 시에는 물을 퍼내고 갈수기에는 주변 논에 물을 대기 위해 설립된 이 건물은 내부에 펌프가 설치되어 있었다. 4미터에 달하는 콘크리트 구조체는 내부의 펌프가 홍수 시에 물에 잠겨 작동이 멈추는 일을 막기 위한 시설이다. 현재 펌프는 없어졌지만, 펌프가 위치한 흔적과 지하 배수관 그리고 지하 구조체의 흔적은 배수펌프장이 어떻게 작동되었는지를 잘 보여준다.

수리조합은 토지나 가옥소유자가 모여 농지에 대한 관개용 저수지·제방 등의 축조·관리 및 수해예방 사업을 목적으로 조직한 법인으로, 1920년 산미증식계획의 일환으로 결성이 장려되었다. 양천수리조합도 이 과정에서 만들어졌으며, 경기도 김포군 양동면, 마곡리, 가양리, 등촌리, 염창리, 양서면 내발산리 등 총595정보(1정보는 약9,914㎡)를 관할하였다. ‘서울 구 양천수리조합 배수펌프장’은 마곡지역이 서울의 마지막 농경지였음을 보여주는 근대문화유산으로, 서울식물원 조성과 함께 ‘마곡문화관’으로 선보이게 되었다.

This building was originally built in 1928 as the drainage pump station of the Yangcheon Irrigation Cooperative.

During the Japanese colonial period (1910-1945), the establishment of such cooperatives was encouraged as part of the 1920 Campaign to Increase Rice Production. The area which the Yangcheon Irrigation Cooperative oversaw often experienced floods as it was located in the lower course of the Hangang River. After a disastrous flood in 1925, the Yangcheon Irrigation Cooperative saw a need to construct a water management facility. Therefore, they built this Japanese-style wooden building on a 4-m tall concrete base which was equipped with pump facilities to drain water in case of flooding and to irrigate the nearby paddy fields during the dry season. The concrete structure prevents the pumps, which would otherwise be submerged underwater during floods, from being flooded and thus ceasing to work. Although the pumps have since been removed, vestiges of the pumps, underground pipes, and the underground structure show how the drainage pump station worked.

The Yangcheon Irrigation Cooperative’s drainage pump station was used for various purposes, such as a private warehouse, until the 2010s when it was renovated into Magok Cultural Hall with the establishment of Seoul Botanic Park. The building symbolizes the attempts to manage the floodlands of the Hangang River, the exploitative export policies of the Japanese imperialists, and the historical importance of the Magok area as a key agricultural base of the capital area.
