해설문
국문
화성에 친군위 즉 국왕 친위부대인 장용외영을 설치하면서 좌열과 우열의 친군위 중에 우열 친군위를 북영으로 구분하여 행궁 앞 신풍루 북쪽에 북군영을 설치했다. 북영이 설치된 것은 1793년(정조17)이며 이듬해 행궁을 증축하면서 신풍루에서 북군영사이에 행각을 설치했다. 화성성역의궤의 군영 기사에는 남군영과 북군영의 건물이 동일하다고 했지만 도설에 실린 그림에는 남군영은 5칸의 일(一)자 형인데 비해서 북군영은 일(一)자 형 건물 양 끝에서 앞쪽으로 행랑이 돌출해서 ㄷ자 형태로 그려져 있다. 또 한글판정리의궤의 행궁전도에는 ㄱ 자 형으로 그려져 있다. 현재는 발굴조사를 토대로 해서 역 ㄱ자 형태로 복원해 놓아서 자료마다 일치하지 않는 점이 있다.

영문 해설 내용
1795년 화성행궁을 증축하면서 행궁 정문 좌우에 배치한 국왕 친위부대 중 북쪽에 마련된 군영이다. 국왕 친위부대는 서울에 본부를 두고 화성에 별도의 부대를 두었다. 남북 군영에 근무하는 군사들은 봄과 가을 1년에 두 번 시험을 치러서 수석을 차지한 사람에게는 높은 관직을 주는 등 특별한 대우를 받았다.
