조선식량영단은 1937년 중일전쟁과 1941년 태평양전쟁 이후 전시체제에 접어든 일제가 조선 쌀을 강제로 공출하고 배급을 통제하기 위해 1938년 설립한 공사(公社)이다.
구 조선식량영단 군산출장소 건물은 1938년에 건립되었으며 광복 이후 2014년까지 외자청 군산출장소, 조달청 군산사무소, 군산시청 제3청사 등의 공공용으로 사용되었다.
이 건물은 ‘ㄴ’ 자 형태의 2층 건축물로, 외관은 장식이 없고 단순하다. 건물이 꺾이는 모서리 윗부분에 조형물을 세워 누가 보더라도 그곳이 건물의 중심부임을 알 수 있도록 하였다. 건물의 내부는 복도를 중심으로 크고 작은 사무실과 회의실이 연결된 전형적인 관공서의 공간구성을 보여 준다.
