영산전은 마곡사 사역을 남북으로 나누는 마곡천의 남쪽, 남원의 중심에 위치한다. 영산전은 석가모니가 영취산에서 설법하던 모습을 재현한 곳으로, 석가모니불을 중심으로 설법에 참여했던 여러 나한들을 함께 봉안한다. 마곡사 영산전에는 나한 대신 작은 불상이 모셔져 있어 천불전이라고 부르기도 한다.

영산전은 현재 마곡사에서 가장 오래된 목조건물로, 현판은 세조가 마곡사를 방문했을 때 쓴 것으로 전해진다. 전각은 정면 5칸, 측면 3칸의 맞배지붕 건물이다. 내부의 불단 전면에는 칠불좌상(七佛坐像, 충청남도 유형문화재 제238호)이, 그 뒤로는 천불(千佛)이 모셔져 있다. 전면의 칠불좌상은 조선 후기의 승려 단응이 주축이 되어 제작한 불상이며, 불상 내부에서는 묘법연화경을 비롯한 경전 조각들이 발견되었다.
