The tomb mound is surrounded by a stone railing. Stone plates surround the base of the tomb mound. Along the base, there are stone buttresses which feature carvings of the 12 zodiac animals dressed in armor. Compared to other Silla royal tombs, the animal carvings are small and shallow, and this tomb is believed to be one of the last of these styles of tombs.

This is known to be the tomb of Queen Jindeok (?-654, r. 647-654), the 28th ruler of the Silla dynasty (57 BCE–935 CE).

Queen Jindeok’s birth name was Kim Seung-man. She ascended the throne following her cousin Queen Seondeok (r. 632–647). She was last member of Silla’s sacred-bone class to rule.

She came to power with the help of Kim Chun-chu (later King Muyeol) and general Kim Yu-sin. During her reign, she made great efforts to reform the bureaucratic and military structures and imported many systems and cultural products from Tang China. She also oversaw many military victories against the Baekje kingdom.
