이곳은 고려시대 최고의 명장인 최영 장군을 모신 사당이다. 최영 장군은 왜구의 침략으로부터 백성들을 지키기 위해 고려 역사상 처음으로 대규모 수군을 양성하고 해상 방어에 힘썼으며, 무려 40년 동안이나 외세의 침략으로부터 고려를 굳건히 지켜낸 시대의 영웅이었다. 하지만 안타깝게도 조선 건국 과정에서 억울하게 죽었다. 백성들은 최영 장군의 원혼을 달래어 바다를 지켜주는 신격으로 숭배했다.
남해는 왜구들이 육지를 침탈하는 길목이었다. 그래서 동쪽 미조와 서쪽 평산에 진성(鎭城)을 설치하여 바다를 방비했다. 그리고 두 진성에 장군당을 세워서 최영 장군신을 모셨다. 진성이 폐지된 뒤에는 장군신을 평산마을의 수호신으로 모시며 바닷길의 안전과 풍어를 기원하는 제사를 이어왔다. 평산성에는 예전에 두 기의 장군 석상이 있었는데, 지금은 장군당 안에 모신 한 기만 남아있다.

Janggundang Shrine
Janggundang Shrine is a shrine enshrining Choe Yeong (1316-1388), an admiral from the late period of the Goryeo dynasty (918-1392). Choe Yeong was the first to teach a large-scale navy in Goryeo history and he dedicated himself to maritime defense as a commander who protected the country against foreign invasions for about 40 years. However, he died following а political opposition to the founder of the Joseon dynasty (1392-1910), Yi Seong-gye. After this, Choe Yeong became respected as a deity which protects the sea.
Namhae has long been located on a path to the mainland which was attacked by Japanese pirates. Thus, jinseongs (鎭城) for defending the coast were installed in Mijo to the east and in Pyeongsan to the west, with Janggundang Shrines enshrining Choe Yeong as their guardian built at the two jinseongs. After the jinseongs were abandoned, the residents honored Choe Yeong as the guardian of Pyeongsan Village and continued the veneration ritual wishing for sea safety and bountiful fishing. Originally, there were two stone admiral guardians at Pyeongsanseong Fortress, but, currently, only one remains enshrined inside Janggundang Shrine.
