운주헌(運籌軒)은 충청도 전체의 육군을 총괄하는 충청도 병마절도사(忠淸道兵馬節度使(종2품))보다 한 계급 아래인 병마우후(兵馬虞候(종3품))가 집무를 보던 곳이다. 당시 병마우후는 상당산성의 관리와 운영의 실무 책임자였다.

건물의 명칭인 ‘운주’는 ‘잘 헤아려 운영한다’는 뜻이며, 산성 내에서 가장 높은 관리가 사용한 건물이다. 조선 후기에 편찬한 『여지도서』에는 11칸으로 기록되어 있고, 영조 40년(1764)에 그린 것으로 추정되는 「상당산성도」에는 정면 5칸 규모로 그려져 있다.

2010년과 2011년에 이루어진 발굴 조사로 조선시대에 해당하는 11칸 규모의 건물 기초와 문, 계단 등이 확인되었는데, 건물의 규모로 볼 때 이곳이 운주헌 터임을 알 수 있다. 또한 운주헌이 세워지기 이전에는 같은 자리에 통일신라시대에 조성된 큰 규모의 건물 터가 확인되어 고대부터 이곳에 중요한 건물이 있었음이 밝혀졌다.

Unjuheon Hall Site – Sangdangsanseong Fortress, Cheongju

This is the site of Unjuheon Hall, which served as the office of the vice regional army commander, the highest-ranking military official in Sangdangsanseong Fortress. Vice regional army commander was the second-highest rank in the land forces of Chungcheong-do Province after the regional army commander, and his duties included administration and command of the fortress. The name Unjuheon means “the Place of Careful Administration.”

Although the Sangdangsanseong Fortress Map (Sangdangsanseongdo), presumably made in 1764, depicts the building as consisting of five intervals along the front, the Atlas and Geography of Korea (Yeoji doseo), compiled in 1757-1765, mentions that the building had a larger scale measuring eleven intervals along the front. Indeed, the excavations conducted on the site in 2010 and 2011 confirmed the foundation of a building with eleven intervals, which is presumed to have been built during the Joseon period (1392-1910). Also, the excavations revealed that prior to Unjuheon Hall, this site was occupied by another large building constructed during the Unified Silla period (668-935).

운주헌은 상당산성에서 가장 계급이 높은 무관인 병마우후가 집무를 보던 곳이다. 당시 병마우후는 충청도 전체의 육군을 총괄하는 충청도 병마절도사보다 한 계급 아래였으며, 상당산성의 관리와 운영의 실무 책임자였다. 운주헌이라는 이름은 ‘잘 헤아려 운영하는 곳’이라는 뜻이다.
