오웬기념각은 전남 최초의 선교사로 활동하다 순교한 오웬과 그의 할아버지를 기념하기 위해 지은 건축물이다. 오웬은 1898년 입국하여 목포에서 선교 활동을 하다, 1904년부터 배유지 선교사와 함께 광주에서 선교 활동을 시작하였다. 오웬은 할아버지의 기념각을 지을 계획을 가지고 있었는데, 1909년 오웬이 사망하자 그의 선교 업적을 기리기 위해 미국의 친척들이 성금 4,200달러를 보내왔다. 이 성금으로 할아버지를 위한 기념각을 짓고자 한 오웬의 생전의 뜻을 받들어 오웬과 그의 할아버지를 기념하는 오웬기념각을 1914년 건립하였다. 오웬기념각은 회색 벽돌을 2층으로 쌓아 만들었고, 내부는 목조로 되어 있다. 평면은 정사각형이지만 모서리에 있는 설교단을 중심으로 좌우가 대칭되고, 1층 객석과 2층 발코니의 바닥이 설교단을 향해 약간 경사져 있어 예배나 집회의 장소로 사용하기 적합한 구조이다. 이전에는 교회로 사용되기도 하였으며, 현재에도 종교 및 문화 행사를 개최하는 용도로 쓰이고 있다.

오웬기념각은 전남 최초의 선교사 중 한 명인 클레멘트 오웬(Clement C. Owen, 1867-1909)과 그의 할아버지 윌리엄 오웬을 기념하기 위해 1914년에 지었다.
미국인 선교사인 클레멘트 오웬은 1898년 한국에 들어와 목포에서 선교활동을 시작하였다. 1904년 미국인 선교사 유진 벨(Eugene Bell, 1868-1925)과 함께 광주로 이주하여 선교 활동을 이어가다가, 1909년 급성폐렴으로 사망하였다.
