강연자 소개

Professor Kim is currently the Dean of the College of Government and Business, an Underwood Distinguished Professor of Public Administration, and the Director of the Institute for Poverty Alleviation and International Development (IPAID) at Yonsei University. After completing his Ph.D. degree in public administration at the American University in Washington, DC, he was an assistant professor at Old Dominion University in Virginia and Austin Peay State University in Tennessee. He is currently the President of the International Institute of Administrative Sciences (IIAS) in Brussels and the Acting President of the Asian Association for Public Administration (AAPA). He is also Vice Chairperson of the United Nations Committee of Experts on Public Administration (UNCEPA) and a lifetime fellow of the National Academy of Public Administration in Washington, DC. He has broad experience as an expert in governmental affairs. He was Secretary to the President for Personnel Policy (Presidential Appointee) in the Office of the [Korean] President. He had also served as a member of the Administrative Reform Committee (ARC) and several Policy Advisory Committees including the Ministry of Foreign Affairs and Trade (MOFAT), the Ministry of Government Administration and Home Affairs (MOGAHA), the Civil Service Commission (CSC), and the Anti-Corruption and Civil Rights Commission of Korea.

He received several awards including the International Public Administration Award in 2009 and the Chester A. Newland Presidential Citation of Merit in 2011, the Paul P. Van Riper Award for Excellence and Service in 2012 from the American Society for Public Administration (ASPA) in Washington, DC, the Pierre De Celles Award from the International Association of Schools and Institutes of Administration (IASIA) in 2008.
