+대한제국 성립으로 많은 변화를 보인 의례는 빈례이다. 대외 여건의 격변으로 사대와 교린의 이원적인 동아시아 외교체제는 큰 전환기를 맞았다. 동양과 서양을 막론하고 모든 나라와 동등한 외교관계를 수립하게 된 것이다. 이에 따라 외교의전은 전면 개편을 요구하였다. 그리하여 전통예절에다가 이제까지 경험하지 못한 서양식 예절과 규례를 절충하여 신 외교의전을 제정한 것이다.
