To Frank F. Ellinwood
Dear Mr. Ellinwood,
I wrote you a letter as the treas. of the mission here dated the 29th and now I want to write a personal one to you in answer to yours of the 20th of June.
In this letter you will see that you referred to my wearing an Oxford coat and hoped that I was not wearing it still.
When you spoke about this matter to me in N. Y. I at once took your advice and procured other clothes in case it should be advisable to wear the latter. Now when I am on the field it does seem to me that I ought to be able to judge as to what is best to wear and that seeing what was necessary I would do it and if the board have not enough confidence in me to believe this I do think that it is a pity that they did not send someone else to this new field. You may have heard that when I first landed in Korea I had on the Oxford coat and with reference to this I would add that I did so at the advice of Minister Foote who assure me when I saw him in Japan that there could not be the slightest harm in my wearing them.
I however on reaching Seoul saw that I was mistaken and before I had been there twelve hours I had changed them and of course have not had them on since.
You also say in the same letter something about my issuing circulars for revival meetings while in Japan.
I do not know where you got your information from but the facts of the case are these. When it was found that I was going to be in Japan for two months I was asked to conduct some extra services in connection with the Union Church of Yokohama. A committee was appointed to have the oversight of the meetings and the circulars were issued by the committee the first of which did not mention my name and it was in fact only the second one that did.
When I was asked to take this work I felt that it was a call which I had no right to refuse and even though (which is not the case) it had given me a name among the foreigners of Korea I should not then have felt that I had done wrong but would have been sure that in the end it would be all right.
A motion came up before us this morning to the effect that we send Dr. Allen to Fusan to look into the advisability of starting a station there. It is the only other field outside of Seoul that is likely to be of much importance as far as native work is concerned and as if occupied now it would in all probability pay its expenses it does seem as though it would be a wise step. At the same time I personally do not think that Dr. Allen is the one to go if this work is started. It seems to me that the work in Seoul as the Legations are there is the more important of the two (I refer to that among foreigners) and Dr. Allen has these but we do not know that Dr. Heron could keep them whole at the same time there is almost a certainly that whoever first gets to Fusan, as a missionary or not, will have all the foreign practice there as there is no foreign doctor there at all. In addition to this the hospital here was given to Dr. Allen on account of what he had done for the Koreans and this too might leave the hands of another missionary if it were placed in his hands. While it does seen to me that it would be a good move to occupy Fusan if possible, especially as Mr. Lovett of the customs is anxious for missionaries to come there. I do not agree with the second part of the suggestion that Dr. Allen be the one that is sent. The situation is somewhat different to what it was when Dr. Allen first wrote so strongly urging the need of Dr. Heron's speedy arrival here.
He was then if I mistake not entirely alone but now there is the Methodist Dr. here who could be called in to assist in difficult cases and in addition to this a Korean student has by this time progressed so rapidly that he can now do all the filling of prescriptions without any help while only a little while ago Dr. Allen had to first examine his patient and then put up the medication which was no very easy work when he was having seventy and over patients in an afternoon and after this was done having to go and see a good many Foreigners. It does at present look like rather a waste of forces to have three missionary Doctors in this one city.
I suppose that Drs. Allen & Heron will give you all the pros and cons on this subject but I wanted you to know that I personally am in favor and think it would be a very good thing for the work to start a station at Fusan though at the same time I do think that if either of those on this field are to go it would be best for our work financially, that the man be Dr. Heron. I have written to my brother to get several things for me & he will send them round to Mr. Cutter to be forwarded. Trusting that you are now enjoying good health I remain,.
Yours Truly,
