Dear Doctor,	박사님,
Whereas; There has been difficulty between the workers on the mission field here and,	이곳 선교지에서 일하는 사역자간에 어려운 점이 있습니다.
Whereas; One member has asked to be relieved and two others have sent in their resignations to the Board and	이곳을 떠나게 해 달라고 요청한 사람이 한 명 있었으며 본부에 사표를 제출한 다른 두 사람이 있었습니다.
Whereas; As individual missionaries we have received letters from the Secretaries and members of our Board and from others who were acquainted with the facts, urging upon us the necessity of all remaining on the field and in the same Board; I beg leave to present the following plan for the settlement of the old troubles and if possible a reuniting of our energies in a Christian way.	우리 선교사들은 모두, 우리 본부의 여러 서기 및 위원분들, 그리고 이 사실을 알고 있는 다른 여러 분들에게서 ‘우리 모두가 이곳 사역지에 동일한 본부 소속으로 남아 있어야 할 필요성을 역설하는 편지’를 받았습니다. 저는 오랫동안 지속되어 온 문제를 해결하고, 가능한 한 기독교적인 방법으로 우리의 힘을 재 결집하고자 다음의 계획을 제시하고자 합니다.
Ⅰ. That, at a special meeting to be called for the purpose and to be opened with prayer and the reading of the Scriptures; any member of the mission who desires may state individually and separately any causes that he may think he has for grievance against any other member and that the member charged with aggrieving shall either explain away the grievance to the satisfaction of the mission or apologize to the party aggrieved at this meeting.	Ⅰ. 특별한 목적을 두고 소집되며, 기도와 성경 읽기로 시작되는 어떤 특별한 회의에서 선교본부의 구성원들 중 누구든지 원하는 사람은 독자적으로, 개별적으로, 그가 다른 구성원에 대해 가지고 있는 불만스러운 점을 말할 수 있게 하는 것이 필요합니다. 그러면 불만스러운 점이 있다고 지적을 당한 구성원은 자신을 향해 제기된 문제가 불식되게 할 만큼 선교부 사람들에게 만족스러운 설명을 하거나 괴로움을 겪었던 이들에게 그 자리에서 사과를 해야 할 것입니다.
Ⅱ. That for all future work the following plans be carried out and that they be not simply suggestions but rules for the guidance of the mission.	Ⅱ. 향후, 모든 사역을 위해서 다음의 계획들이 시행되어야 합니다. 다음의 계획은 단순한 제안이 아니라 선교부가 바르게 나아가는데 필요한 규정이 되어야 합니다.
A. That in connection with the Hospital school, the teachers form themselves into a faculty to hold regular monthly meetings and special meetings at the call of any one member, that the entire management of the school as far as the foreigners are concerned shall be in their hands, that no arrangement with Koreans or other foreigners shall be made (except in any one members particular department) until after full consultation with the faculty, that all communications concerning the school as a school with the government, all rules for the guidance of the students and officers, all decisions as to the regular courses to be taught, as to the admission or dismission of the students etc. shall be made only after consultation and approval of at least two members of the faculty.	A. 의학교공간에 관해서는, 그 교사들이 매달 정규 회의를 갖고, 교사 중 한 사람의 요구라도 있으면 특별 회의를 열 수 있는 교직원회(敎職員會)를 구성하도록 해야 합니다. 그리고 외국인에 한하여, 학교는 전적으로 교사들에 의해 운영되어야 하며 교직원회와 충분한 상의가 이루어지기 전에는 한국인들이나 다른 외국인들과는 어떠한 운영상의 합의도 이루어지지 않도록 해야 합니다. (1인만으로 이루어진 특별한 부서의 경우는 예외입니다.) 학교 대 정부로서 주고받는 모든 연락 및 학생들과 직원들의 지도를 위한 모든 규정들, 학생들에게 교육되어야 할 정규 과정 및 학생들의 입학 허가와 퇴교에 대한 모든 결정은 교직원 모임에서 협의한 후에 적어도 2인 이상의 찬성을 받아 이루어져야 합니다.
B. That in connection with the Royal Korean Hospital the three doctors now in attendance shall form themselves into an advisory Board with equal powers. That this advisory Board shall have regular monthly meetings or spectral meetings at the call of any one member; that all plans in connection with the Hospital shall be submitted to each member of this advisory Board and shall only go into effect upon the approval of at least two members; thus all communication with the government or institutions similar to the Hospital shall be made only after the approval by and in the name of this Board; that all purchases of drugs and supplies for the Hospital shall only be trade after consultation with the Advisory Board and the approval of at least two members.	B. 왕립병원공간에 관해서는, 지금 근무하고 있는 3인의 의사가 동등한 힘을 지닌 자문위원회를 구성하도록 해야 합니다. 이 자문위원회는 매달 정규회의를 가질 것이며 위원들 중 한 사람의 요구라도 있으면 특별 회의를 갖도록 해야 합니다. 병원과 관련된 모든 계획은 이 자문 위원회의 각 위원들에게 제출되어야 하며 적어도 2인의 찬성이 있을 때 실시되도록 해야 합니다. 정부나 병원과 유사한 다른 기관과의 모든 연락은 위원회의 승인을 받아 위원회의 이름으로만 이루어져야 합니다. 모든 의약품의 구입과 병원을 위한 공급은 자문위원회가 협의한 후에 적어도 2인 이상의 찬성을 받아 이루어 져야 합니다.
C. That the three doctors in connection with the mission shall form themselves into a Standing Committee to have charge of the Medical work of the Mission.	C. 선교부와 연계되어 있는 3인의 의사는 상임위원회를 구성하여 선교부의 의료 사역을 담당하도록 해야 합니다.
That all orders for drugs for the mission shall be submitted to this Committee and subject to their approval; that Dr. H. N. Allen shall act as Treasurer of this Committee; that all accounts for running expenses which are to be charged to the Medical account or accounts of the mission shall be presented in the form of itemized accounts to this Committee and paid on their approval and that this Committee shall have regular monthly meetings on the last day of each month or when this comes on a sunday on the day previous and special meetings at the call of any two members.	선교부의 모든 의약품에 대한 주문은 이 위원회에 제출되어야 하며 그들의 승인을 받아야 합니다. 알렌인물 의사는 이 위원회의 재무담당자로서 활동하게 될 것입니다. 경비를 지출하는데 있어 의료 계정에 속하는 모든 계정과 선교부의 계정은 계산 명세서의 형태로 이 위원회에 제출될 것이며 그들의 승인 하에 자금이 지불되어야 합니다. 그리고 이 위원회는 매달 마지막 날에 매월 정규 회의를 갖게 되는데 그 마지막 날이 주일인 경우는 그 전날 회의를 갖게 될 것입니다. 그리고 2인의 요청이 있으면 특별 회의를 갖도록 해야 합니다.
D. That in the future in all work of the mission where two or more are engaged and do equal work, equal powers shall be visited.	D. 향후, 2인 혹은 그 이상이 종사하는 선교부의 모든 사역에는 동등한 권한이 부여되어야 합니다.
Trusting that this or a modification of it to suit the missionary may be a help in straightening out our affairs,	이러한 계획 또는 선교사들에게 보다 적합하도록 수정한 계획이 우리의 직무를 바로잡는데 도움이 되리라 확신합니다.
