My dear Dr. Brown,	브라운 박사님께,
Your letter of June 9th to the Mission in certain features was a great surprise. In the first place the suggestion concerning Dr. and Mrs. Mills and Dr. Fletcher and their expenses was rather a surprise. I presumed, naturally, that all items that might come up during the year in our regular work would have to come out of the appropriation, but there are such things as emergencies, and certainly this was one of them. Mrs. Mills was taken seriously ill at a place where she could not get the necessary medical and surgical treatment, and was compelled to come to Seoul. The health of the other brother at the station in Kang Kai demanded that somebody should at once proceed to take his place. The action at that time in sending Dr. Fletcher there and in bringing Dr. Wills to Seoul was such that it avoided the necessity of a return home. It was one of those actions that was a great saving of money as well as time on the field for the Board. Had Mrs. Mills not come to Seoul for the operation which she finally underwent, it would have meant either the loss of her life or her return to America; had Dr. Fletcher not gone to take the place of Dr. Mills in Kang Kai it might have meant some ill health to Mrs. Blair. There was only one thing for the Mission to do if it desired to save life and money for the Board, and that was to have Dr. Mills come to Seoul and Dr. Fletcher go to Kang Kai. The Board suggested that this should have been drawn from the work on the field. Such a course in these cases may mean that the Mission will be compelled to allow such people to return home. It would really be a saving to the Board to allow us to do as we did in the case of Dr. and Mrs. Mills. It seems to me that the Board could hardly have looked upon the question in its full light or they would not have decided as per your letter.	박사님께서 선교사들에게 보내 주신 6월 9일자 편지를 보고서 무척 놀랐었습니다. 우선 밀스 박사와 밀스 여사, 플레쳐 의사에 대해 제안해 주셨던 것과 그분들을 위해 사용될 경비 액수를 보고서 놀라지 않을 수 없었습니다. 저도 한 해 동안 우리의 사역을 위해 지출되는 항목은 모두 예산액 내에서 충당되어야 한다고 생각하고 있었습니다만 비상 사태란 있기 마련이고 이 일도 분명 매우 위급한 것이었다고 생각됩니다. 밀스 여사는 필요한 약도 구할 수 없었고 수술도 받을 수 없는 곳에서 매우 심하게 병들어 있었기 때문에 서울로 올 수밖에 없었습니다. 강개지부에 있던 또 다른 형제의 건강도 악화되어서 다른 사람이 그의 자리를 대신할 수밖에 없었습니다. 그 당시에 플레쳐 의사를 그곳으로 보내고 윌스 의사를 서울로 오게 하는 일은 매우 적절한 조치이었으므로 굳이 본국으로 돌아가지 않아도 되었습니다. 그렇게 함으로써 본부 입장에서는 사역현장에서의 시간과 재정적인 부담이 크게 줄었다고 할 수 있겠습니다. 밀스 여사가 서울에 오지 못해서 수술을 받을 수 없었다면, 아마 생명을 잃었거나 미국으로 다시 돌아가야만 했을 겁니다. 그리고 플레쳐 의사가 강개에 있었던 밀스 의사 자리를 대신하지 않았다면 블레어 여사의 건강이 나빠졌을 지도 모릅니다. 선교부에서 본부를 위해, 선교사의 생명을 보호하고 재정도 아끼기 위해서는 밀스 의사가 서울로 오게 하고 플레쳐 의사가 강개로 가게 하는 것 외에는 달리 방도가 없었습니다. 본부에서는 이런 일은 사역의 현장 안에서 이루어지는 게 좋겠다고 제안했었습니다. 그렇지만, 이러한 경우에 본부의 제안대로 한다면, 선교부는 그러한 분들을 본국으로 돌아가게 하는 방법 밖에 없었을 것입니다. 밀스 의사와 밀스 여사의 경우에 우리가 했던 것처럼 하게 하는 것이 본부에 큰 도움이 되는 것이라 생각합니다. 본부에서는 이 문제에 대해 충분히 고려하지 않았던 것 같습니다. 충분히 고려했더라면, 박사님께서 편지를 통해 전해주셨던 대로 그렇게 결정하지는 않았을 겁니다.
The second matter concerns the suggestion in regard to the Seoul Station and College work here. It has certainly been a great surprise to the men on the Educational Committee and to all those engage in educational work in Seoul to have, as their first intimation, that you were considering the question of but one college in Korea, the statement in the letter, together with the suggestion made by you on the 190th page of your Report. It would have been natural, it seems to us, that the opinions of those who are engaged in educational work here in the Capital, and the reasons why they deemed that college work should be done here, should have been sought; and yet our Committee and those engaged in educational work had not the faintest idea that such a thought was in your mind, or we would have gladly heard anything that you had to say in regard to the matter and to have had the opportunity of discussing the matter with you. The matter of college work was up when I was in your City, and I never heard any suggestion that we should not have it. In fact I put before you the plans and suggestions concerning the enlargement of this work, and still received no intimation that you were thinking anything but what our plans were for the best. In addition to this, we have for several years past looked forward to college work in Seoul. The Mission has taken action with this in view, and the Board has not gone contrary to it. This action has been reiterated from time to time. If you will turn to the Minutes of the Annual Meeting in Pyeng Yang, 1908 Educational Committee's Report l-D, you will see that it refers to colleges at Pyeng Yang and Seoul. Appropriations asked for in previous years past by the Board included the Science Hall which would hardly have been a part of the equipment of the small High School. The Mission and the Board by its approval or, if you want it put that way, by its non-objection to the Mission action, stand committed to college work in Seoul. Our Seoul institution in its catalogue, as issued from year to year, has always announced that it had academic and collegiate departments. When the school was registered (It is the only registered Mission School of higher grade in our work here) it was registered as an institution with its academic and collegiate and normal departments; that the academic and normal departments were being carried on now and that the collegiate departments would be begun at once. Applications for admission to the collegiate department were in hand when Mr. E. H. Miller left here, but owing to his departure the Mission was unable to plan for this work. Early in the year we notified the Department of Education that we were planning for the collegiate courses this year, and a number of applications are already in. The delay has been such that we are compelled to open a two year course at once (in)stead of one year.	두 번째 말씀드릴 일은 서울지부에서의 대학 사업과 관련된 것입니다. 교육위원회에 속한 사람들과 교육사업에 종사하는 사람들 모두 박사님의 편지에 언급된 내용이나 박사님의 보고서 190페이지에 나와 있는 제안사항을 보면서, 박사님께서 ‘한국에 대학이 하나만있으면 된다’는 생각을 갖고 계신 것에 대하여 알게 되어 무척 놀라지 않을 수 없었습니다. ‘이곳 한국의 수도 서울에서 교육 사업에 종사하고 있는 사람들의 의견’과 그들이 ‘대학 사업이 이곳에서 시행되어야만 한다고 생각하는 이유’가 조사 되어야하는 것은 당연한 일이라 생각합니다. 그렇지만 우리 위원회나 교육사업 종사자들이 박사님께서 그러한 생각을 하고 계신 줄은 전혀 몰랐었습니다. 그렇지 않았다면, 박사님께서 이 일과 관련해 하시는 말씀은 다 듣고자 했을 것이고 이 일에 대해 박사님과 토의할 수 있는 기회를 마련하려 했을 겁니다. 대학사업에 대한 의견은 박사님께서 계신 도시에 제가 있었을 때 제기되었었는데, 저는 아직 그에 대한 반대 의견을 들어보지 못했습니다. 사실, 저는 박사님께 이 사업의 확장에 대한 계획안을 제시하고자 합니다. 저는 지금껏 박사님께서 우리의 계획에 찬성해 주신 분이라 알고 있었습니다. 더욱이, 우리는 지난 수년간 서울에서 대학 사업이 시행되기를 간절히 바랬습니다. 선교부에서 이것을 계획하는 가운데 필요한 결정을 내린 바 있었고 본부에서도 이것에 반대하지 않았습니다. 이러한 결정은 되풀이되기도 했습니다. 1908년 평양에서 열렸던 연례 회의의 회의록, 교육위원회의 보고서 1-D를 보신다면 평양과 서울에서의 대학에 대한 언급이 있는 것을 보실 수 있으실 겁니다. 과거 수년간 본부에서 요구한 예산은 작은 고등학교에서는 좀처럼 갖추어 놓기 어려웠던 과학관에 대한 것까지도 포함하고 있었습니다. 선교부와 본부에서는 선교부의 결정 사항을 승인하거나, 박사님께서 달리 표현하고 싶으시다면 반대하지 않음으로써, 서울에서의 대학 사업에 대해 긍정적인 입장을 견지하고 있습니다. 서울에 있는 우리 학교에서는 매년 발행되는 카탈로그에서 학문적인 대학 정식 학과를 갖추고 있다고 공고해 왔습니다. 학교가 등록되었을 때 (이것은 우리를 통해 등록된 유일한 기독교 학교로서 고등교육을 제공하도록 되어 있습니다.) 그것은 정규 학문적 대학 학과를 갖춘 기관으로서 등록되었습니다. ‘여러 정규 학문적 학과에 관한 일들’이 진행되어 가고 있고 그것이 곧 시작되려고 하고 있습니다. 입학 지원이 시작되었을 때 밀러 씨가 이곳을 떠났는데, 밀러 씨가 떠나자 선교부에서는 이 사업에 대한 계획을 제대로 세울 수가 없었습니다. 올해 초, 교육부에 우리가 올해 대학 과정 개설을 계획하고 있다고 통지하였는데 이미 많은 지원자들의 요청이 들어 와 있습니다. 지연 기간이 너무 길어져서 즉시, 1년 과정 대신 2년 과정을 개설하지 않을 수 없습니다.
Another important feature that I think ought to be borne in mind is that eventually our high-school department will be almost entirely taught by natives under the direction of foreigners, and it is our practice to utilize some of those studying in the college to teach in the academic departments. We could not have these men to teach were it not that we are having the collegiate work going this year. In connection with our school here in seoul we have now divided the institution into departments with, so far as it is possible, a specialist at the head of each department, which specialist will himself do the most of the collegiate teaching, but will direct those under him in the high-school departments. In accordance then with the action of the Mission and our registration with the Government, as well as our notification to them, the Seoul institution has its College Department. The Vice Minister of Education, Mr. Tawara, whom you met, was over to the school recently, congratulated us on the work that we were doing, referring especially to the Collegiate Department. You speak of the small number of men in the colleges at the recent time; I think that you will agree that we would not want to begin with a large number. Pyeng Yang had last year fifty-four in the college, which considering that it was a beginning, was a goodly number, and after we shall have been running our college work for as long as that, judging from the letters that we have received we will have considerably more.	결국 우리의 고등학교 과목은 외국인의 감독 하에 한국인들이 가르쳐야 할 것인데, 대학에서 공부하는 사람들에게 여러 과목을 가르치도록 해 볼 수 있다는 점도 중요한 사실입니다. 우리의 대학사업이 올해 진행되지 못한다면, 가르치는 기회를 줄 사람들도 없겠지만 말입니다. 이곳 서울에 있는 학교는 가능한 한 여러 학과로 나누어 놓았고 각 학과마다 수장(首長) 전문가를 두도록 하였습니다. 그러한 전문가가 직접 대학 교육의 대부분을 해나갈 것이며 그의 책임 하에 고등학교에서 가르치는 사람들을 감독할 것입니다. 선교부의 결정사항 및 우리가 정부에 등록하고 통보한 내용과 일치하도록 서울의 학교에는 대학 학과가 갖추어져 있습니다. 박사님께서도 만나 보셨던 교육부 차관인 타와라 씨가 최근 학교를 방문하여, 특히 대학 학과에 관한 것을 언급하며 우리가 하고 있는 일에 대해 축하를 보내 주었습니다. 박사님께서는 최근 대학에 있는 사람 수가 적다고 하셨는데, 많은 숫자로 시작하기를 원치 않는 우리의 생각에 동의하게 되실 것이라 생각합니다. 평양에 있는 대학은 작년, 54명으로 시작하였는데 그것이 시작이었다는 사실을 생각해 볼 때 이는 상당한 인원이었습니다. 우리의 대학 사업을 그곳처럼 지속해 나간다면 우리에게 오는 편지들을 볼 때, 인원은 앞으로 훨씬 더 많아질 겁니다.
I am very sorry indeed that while you were here we did not have time to discuss the whole matter, because I was not at that time in educational work and would have been considered as looking at it from the point of an outsider, and my views might have had more weight than they would now since I have become by Mission appointment so vitally interested in the schools here in Seoul.	박사님께서 이곳에 계실 때, 이러한 모든 일들에 대해 박사님과 말씀을 나눌 시간을 갖지 못했던 것이 무척 유감스럽습니다. 당시에는 제가 교육 사업에 관련되어 있지 않았었기 때문에, 제가 이 문제를 국외자(局外者)적인 입장에서 바라보는 것으로 생각될 수 있었을 테고 그렇다면 제 견해가 지금보다 비중 있게 받아들여졌을 지도 모르겠습니다. 지금은 제가 선교부의 임명을 받아 이곳 서울에서의 학교 일에 깊이 관련되어 있으니 말입니다.
Seoul Station at its meeting yesterday took action in regard to the matter, and instructed Dr. Avison to write you at full length concerning the feeling of this Station, and our views regarding this very important matter.	서울지부에서는 어제 있었던 회의에서, 이 사안에 대해 필요한 결정을 내렸으며, 에비슨 의사에게 매우 중요한 이 문제에 대한 서울지부 사람들의 생각과 견해를 박사님께 자세한 내용으로 편지 드리도록 지시하였습니다.
You say in your Report, or in your letter, I am not sure which, that we should; develop a careful plan for the education for the whole country, and in reply to this would say that the Educational Committee has developed such a plan and is trying to work it out with Primary Schools centering in efficient High Schools. Naturally, the High Schools in connection with the Station, being of somewhat higher grade than those carried on by natives entirely, shall all be centered in colleges one at Seoul and one at Pyeng Yang. We hope that these two institutions will be in the Union Mission. The Bishop of the Methodist church Mission, Bishop Harris, called upon us and asked that the Seoul institution be a Union institution. In this connection we have, as you have been informed at various times by letter, been planning better equipment than could be obtained by any one local Church or denomination, so that our Mission could accept what is so freely offered them just now - the leadership in the education of these people.	박사님이 쓰신 편지였는지, 보고서였는지 둘 중 어디에서였는지는 확실히 모르겠습니다만, 박사님께서 “국가 전반을 대상으로 하여 세심하게 교육 계획을 개발해야 한다”고 말씀하셨던 것으로 알고 있습니다. 이것에 대한 대답으로서, 저는 “교육위원회에서 그러한 계획을 개발해 왔으며 우수한 고등학교들을 중심으로 하여 초등학교에서부터 그것을 시행하고 있다”고 말씀드리고 싶습니다. 선교부와 관련을 맺고 있는 고등학교들은 전적으로 한국인들에 의해서만 운영되는 학교들에 비해 보다 양질의 교육을 제공하고 있는데 이제 자연스럽게 평양과 서울에 있는 대학에 그 중심을 두게 될 것입니다. 우리는 이 두 대학이 연합 선교부에 속하게 되기를 바라고 있습니다. 감리교회의 헤리스 감독은 우리를 방문해서, 서울의 학교가 연합 교육 기관이 되면 좋겠다고 했습니다. 편지를 통해 여러 번 보고 받으신 것처럼, 이러한 관계를 맺어 나가며 우리는 어느 한 지역 교회나 교파에 의해 성취될 수 있는 것보다 우수한 설비를 갖출 것을 계획해 왔습니다. 우리 선교부에 기꺼이 들어 온 제안 즉, ‘이곳의 사람들을 교육하는데 있어서 지도력을 발휘할 수 있는 기회’를 받아들이기 위해서 말입니다.
I am very glad indeed that in your Report you speak so strongly of the necessity of taking into our schools not simply those who are Christians but others. I feel with you in this respect, for we find just now that the whole country seems to trust the missionaries as educators. We looked forward to an denominational Christian University in which all the colleges of the country should center, with a sufficiently large foundation to from time to time provide equipment for the high schools and one or two colleges in other parts of the country.	박사님의 보고서에서 우리의 학교에서는 그리스도인들뿐만 아니라 비그리스도인들도 교육받게 해야 한다고 강하게 말씀하신 것을 보고서 무척 기뻤습니다. 저는 이러한 점에서 박사님과 동감입니다. 현재 온 나라 사람들이 선교사들을 교육자로서 신뢰하고 있는 것으로 보이기 때문입니다. 우리는 이 나라의 모든 대학들이 그 기점을 두게 될, 초교파적인 기독교 종합 대학의 설립을 희망하였습니다. 여기에 충분한 기금을 예치해 놓으면 고등학교들이나 한국 내 다른 지역에 있는 한, 두 대학에 필요한 설비를 제공해 줄 수도 있을 겁니다.
I am just starting off for a needed rest in the country. This letter is very disjointed, as at the present time I feel that I can hardly get my wits together. The Summer here this year with its continued rain is very trying. The work is progressing very well indeed, and we are planning for a vigorous campaign in this City in October.	저는 휴양 차, 지방으로 여행을 떠나려는 중입니다. 지금 생각을 제대로 정리하기가 힘들어 박사님께 드리는 편지 내용도 두서가 없습니다. 비가 계속 내리는 이곳의 금년 여름은 무척 괴롭습니다. 사업은 정말로 잘 진행되어 가고 있습니다. 그리고 10월, 이 도시에서 활발하게 전도 운동을 벌일 것을 계획 중입니다.
